Rustem Sibgatullin spoke about the implementation of legislation in the field of SME development at a meeting of the Committee on Economy, Investment and Entrepreneurship

Today, a meeting of the Committee on Economy, Investment and Entrepreneurship was held, at which issues of development of small and medium-sized businesses, municipal industrial sites, state and municipal unitary enterprises were considered. The First Deputy Minister of Economy of the Republic of Tatarstan Rustem Sibgatullin took part in the meeting of the committee.

First Deputy Minister of Economy of the Republic of Tatarstan-Director of the Department of Entrepreneurship and Competition Development Rustem Sibgatullin presented to the members of the committee information on the implementation of legislation in the field of development of small and medium-sized businesses and municipal industrial sites in the republic, including the federal and republican laws on the development of small and medium-sized businesses, the republican program "Economic Development and innovative Economy of the Republic of Tatarstan".

This year, 1.2 billion rubles are provided to support the development of small and medium-sized businesses in the republic, and taking into account the existing capitalization of the structures subordinate to the Ministry of Economy, the total amount of support will amount to 3.55 billion rubles, which will allow providing business support in the form of grants, subsidies, microloans, loans and other measures.  

"The development of entrepreneurship was positively influenced by the Law of the Republic of Tatarstan adopted at the end of 2020 "On the introduction of a patent taxation system in the Territory of the Republic of Tatarstan," stressed Rustem Sibgatullin. - In May of this year, changes were made to it that significantly expanded the business opportunities - this is the expansion of the list of types of entrepreneurial activity on the patent taxation system from 82 to 90, the establishment of a useful area (trading hall and service hall) as a physical indicator for calculating the potential annual income for retail trade and public catering and lowering the size of potential income for retail trade and public catering for district centers in accordance with the established differentiation by 4 groups of municipalities. The adopted changes reduce the amount of the tax burden and equate it with the UTII. Currently, more than 22.5 thousand individual entrepreneurs apply the patent taxation system (in 2020, there were 3.6 thousand)."

Speaking about measures to improve the efficiency of industrial parks, the First Deputy Minister of Economy spoke about legislative and regulatory acts that open up tax benefits for business entities for up to 10 years. "They provide for a reduction in tax rates for the USN, an exemption from paying transport tax and an exemption from paying property tax," said Rustem Sibgatullin - Currently, the accreditation of industrial parks is continuing. Of the 57 industrial parks with a occupancy rate below 70%, 46 were accredited, 36 applications were submitted for concluding an agreement with the Ministry."

Summing up his report, Rustem Sibgatullin noted that an impressive set of measures to support MSPs is being implemented in the republic, which is formalised in a number of regulatory legal documents at all levels, and since support measures are expanding and changing, the legislative framework also requires constant monitoring and changes. This work is carried out by the regional Ministry of Economy on a permanent, continuous basis, which allows excluding legislative "failures" in the implementation of measures to support entrepreneurship.
