The moratorium on routine inspections of small and medium-sized businesses will be extended until 2022

At the Moscow Financial Forum, the Chairman of the Government of the Russian Federation Mikhail Mishustin said that the Government has decided to extend the moratorium on routine inspections of representatives of small and medium-sized businesses for the next year.

The new Federal Law No. 248-FZ of July 31, 2020 "On State Control (Supervision) and Municipal Control in the Russian Federation", which entered into force on July 1, 2021, has largely allowed to reduce the administrative burden on entrepreneurs. The reform of control (supervisory) activities marked the transition to a fundamentally new control system. Its basis is a risk-oriented approach, prevention of violations, digitalization of all processes. At a low level of risk, planned control is not carried out.

The moratorium assumes that control (supervisory) bodies should cancel scheduled audits, with the exception of those inspections based on causing harm to the life and health of citizens, the occurrence of natural and man-made emergencies, and checks for the issuance of permits.

In 2021, the moratorium for small businesses allowed excluding more than 127 thousand events across Russia from the annual audit plan.

The corresponding decree of the Government of the Russian Federation has already been signed – Government Decree No. 1520 of 08.09.2021 "On the specifics of conducting planned control (supervisory) measures in 2022, scheduled inspections in relation to small businesses and on amendments to certain acts of the Government of the Russian Federation".

The moratorium will affect about 100 thousand small businesses.
