A meeting of the working group on the implementation of the Action Plan to ensure the sustainable development of the economy of the Republic of Tatarstan was held on the eve of the Republican Ministry of Economy. The meeting was devoted to the submission of documents from residents and management companies of industrial parks for the conclusion of agreements with the Ministry of Economy, as well as the situation in the agro-industrial sector due to the abnormally dry weather in the region.
The Ministry of Economy continues to work on the accreditation of industrial parks and interaction in a daily format with their management companies and residents on the issue of submitting documents for concluding agreements. Such a mechanism will allow in the future to provide industrial parks with a number of benefits and a set of support measures developed by the Ministry to increase the occupancy rate of industrial parks and equalize competitive conditions between parks located in rural areas and in urban areas where business activity is higher.
The presence of an agreement with the Ministry will allow one to participate in the program of subsidizing electricity costs, will give one the opportunity to apply for a preferential loan "Construction" in the amount of up to 30 million rubles for the construction of engineering and road infrastructure facilities.
The second issue on the agenda of the Meeting was the situation caused by the drought. To minimize the damage from an abnormally dry summer, the Ministry of Economy of the Republic of Tatarstan has adopted new financial support measures – preferential microloans and guarantee support on special conditions.
Thus, the Entrepreneurship Support Fund of the Republic of Tatarstan, subordinate to the Ministry, provides farmers with a microfinance product "Drought". This is a preferential loan in the amount of 300 thousand to 5 million rubles, for a period of 3 months to 2 years at 4.5% per annum. The loan can be obtained by agricultural entrepreneurs who work in municipal areas where an emergency regime has been introduced.
Also, for entrepreneurs, producers of agricultural products operating in rural areas (farms, sole proprietors, Agricultural consumer cooperatives and other SME entities), the Guarantee Fund of the Republic of Tatarstan implements a special product "Agrozasukha". As part of the product, an entrepreneur who does not have enough collateral to obtain a loan receives a guarantee from the Fund, under the following conditions:
- the amount of the guarantee – up to 10.0 million rubles;
- the share of the Fund's guarantee is not more than 70% of the loan amount;
- the amount of remuneration – 0.5% per annum of the amount of the guarantee.
Also, agricultural producers affected by the drought can apply to banks for restructuring and prolongation of existing loans.
As part of the meeting on the situation related to the drought, reports from representatives of the Nizhnekamsk, Aksubayevsky, Bugulminsky and Pestrechinsky municipal districts were heard. Monitoring of the situation will be continued.
