Deputy Minister of Economy of the Republic of Tatarstan-Head of the Department of Socio-Economic Monitoring Roman Amirkhanov took part in the TV program of the TNV TV channel "Tatarstan without corruption". The broadcast was devoted to sociological studies of the state of corruption and evaluation of the effectiveness of anti-corruption measures in the Republic of Tatarstan.
"The main goal of the Ministry of Economy is to create conditions for sustainable, balanced, harmonious development of the economy, ensuring an improvement in the quality of life of the population of our republic. To achieve these goals, an information database is needed that characterizes the processes and phenomena occurring both in Tatarstan and in the municipalities of the republic, of which the results of sociological surveys are also a part," notedAmirkhanov, answering the question of the presenter about the interest of the Ministry of Economy in studying the state of corruption in the region.
Work in this direction in the structure of the Ministry since January 1, 2021 is carried out by the Department of Socio-Economic Monitoring, whose work is supervised byAmirkhanov.
Answering the moderator's question about the methodology of conducting surveys, the deputy explained that the practice of organizing and conducting a measurement of the opinions of citizens of the republic has been carried out annually since 2005. As a rule, the survey is conducted in the formalized interview mode, in compliance of the representativeness of the sample. Residents of all 45 municipalities of the republic take part in the survey.
During the broadcast, it was also possible to discuss the impact of the pandemic on the conduct of surveys and the activities of the Department.
According to the Deputy Minister of Economy, 2020 has made adjustments in terms of the organization and conduct of social surveys. Due to the restrictions associated with the spread of a new coronavirus infection, the study of the opinion of the population about corruption in the Republic of Tatarstan was conducted online last year.
During the broadcast, attention was paid to the issue of the correctness and reliability of the data provided by the respondents. The Head of the Department noted that interviewers with a certain set of requirements and personal qualities, including strict internal discipline, are involved in working with respondents.
Each interviewer undergoes training, which sets out the rules for selecting respondents, the content of the introductory conversation with the respondent; a full set of necessary documents is issued. According to the results of the survey, mandatory quality control of filling out questionnaires and relevance is carried out.
Next, data is entered in a special developed software. After that, the survey results are analyzed.
Another topic for discussion was the results of the latest survey on the state of corruption and the assessment of the effectiveness of anti-corruption measures in the region. The survey was conducted last year in the period from October 19 to November 1. According to the results of the survey, the share of respondents who indicated this problem is decreasing.
Answering the question about the respondents' assessment of the level of corruption in Tatarstan, the speaker noted that systematic work in the fight against corruption in the republic gives positive results. The corruption coverage of the region's population, which characterizes the scale of corruption, is steadily decreasing.
The participants of the program talked about the main tasks of the sociological survey, which are to study the opinion of the population about the factors that generate corruption in its various forms, the existence of problems in society, including the study of the civic position in the perception of this problem.
At the end of the TV program, they talked about plans and tasks of Department of Socio-Economic Monitoring.
"One of the main tasks currently facing the Department of Socio-Economic Monitoring of the Ministry is the creation of regional information and analytical resources based on constant monitoring of socio-economic processes in the republic and its municipalities. The effectiveness of tools for monitoring the implementation of state policy in the Republic of Tatarstan directly depends on the availability of significant information," concluded Roman Amirkhanov.
For this purpose, the data of sociological surveys and observations provide additional information for the republican authorities and local self-government bodies, being a kind of mirror of the effectiveness of management. The results of the surveys allow us to adjust social policy, form a list of measures to improve the effectiveness of local self-government bodies in the social sphere, as well as identify internal resources (financial, logistical, personnel, etc.) to improve the quality and standard of living of the population of the republic.
