23 July 2021, Friday

Deputy Minister of Economy of the Republic of Tatarstan Ravil Sirazeev held a traditional meeting of the working group on the implementation of the Action Plan to ensure the sustainable development of the Economy of the Republic of Tatarstan this week. The agenda of the meeting includes issues related to the progress of work on the provision of inter-budget transfers based on the results of the "The Best territorial public Self-Government" contest, agreements on the provision of subventions to the budget of the municipality of the Republic of Tatarstan from the budget of the Republic of Tatarstan for the implementation of the transferred powers of the Russian Federation for the preparation and conduct of the All-Russian Population Census and the situation related to drought.

Before proceeding to the agenda, it was noted that the Government of the Russian Federation agreed on an order that approved the goals and main directions of green financing.

The financing will be carried out at the expense of green or adaptive financial instruments (special bonds or loans). With their help, businesses will be able to attract extra-budgetary funds on favorable terms. At the same time, green projects should comply with the goals of international documents in the field of climate and sustainable development. There are no such requirements for adaptation projects. However, they should not contradict Russian priorities in the field of ecology.

Also this week, the Chairman of the Government of the Russian Federation announced information about the adjustment of the rules for granting subsidies to farmers who are engaged in oil crop. Since last year, recipients of such state support have been able to partially compensate for their production costs. The corresponding subsidies are maintained, while it is possible to get a large amount if farmers use domestic seeds in bigger volumes. We are talking about those crops that were included in the state register of selective breeding results.

The new support measure will be available not only to agricultural producers or processors, but also to universities and scientific organizations that are engaged in research in this area.

The Government of the Russian Federation has supported a draft law that proposes to reduce the restriction period for SMEs to receive state support from 3 years to 1 year if they commit minor violations of the procedure and conditions for providing support in the past.

The amendments also do not intend to limit support measures for SMEs that will eliminate violations within the time limit set by the body or organization that provided support. The draft law also establishes that information about violations and the deadlines set for their elimination is entered into the unified register of SME entities – recipients of support.

Reports of representatives of the Chistopol, Apastovsky, Kaibitsky and Aktanyshsky municipal districts of the Republic of Tatarstan on the situation related to the drought were heard at the meeting. The Ministry of Agriculture and Food of the Republic of Tatarstan gave comments after each report. Monitoring and control of the situation will continue until it is fully normalized.
