As part of the ongoing reform of control and supervisory activities in the Russian Federation, on June 25, 2021, the Government of the Russian Federation adopted Resolution No. 990 "On approval of the Rules for the development and approval by control (supervisory) bodies of a program for the prevention of risks of harm (damage) to legally protected values".
The rules establish the procedure for the development and approval by control (supervisory) bodies for the implementation of programs for the prevention of risks of harm (damage) to legally protected values in the next calendar year.
Prevention programs for the next calendar year should include measures to organize self-examination in an automated mode; measures aimed at non-material encouragement of conscientious controlled persons, periods of mandatory preventive visits.
The document comes into force on July 1, 2021.
It should be recalled that in order to improve the quality of preventive measures implemented, all control bodies of the republic have approved programs for preventing the risks of harm (damage) to legally protected values. These programs include, among other things, schedules of public discussions of law enforcement practice for the current year. This allows one to hold meetings with entrepreneurs on issues of preventing violations of mandatory requirements and reviewing existing law enforcement practices.
