The financial and non-financial support of entrepreneurship in the Republic of Tatarstan was discussed yesterday at a press conference in "Tatar-inform" news agency . The heads of subordinate organizations of the Ministry of Economy of the Republic of Tatarstan addressed the journalists.
Speaking about popular support measures among entrepreneurs, the First Deputy General Director-head of the "My Business" Center of the Entrepreneurs Support Fund of the Republic of Tatarstan (ESF RT) Linara Burkhanovanoted that this year one of the most urgent measures is access to marketplaces.
Starting this year, the Fund helps the self-employed to place goods on online trading platforms. If earlier the specialists of the ESF RT provided exclusively educational support in working with marketplaces, now a full range of services is available, including registration and placement of goods on online-market. Support for the self-employed is provided within the framework of the "Small and Medium-sized Entrepreneurship and Support for individual entrepreneurial Initiative" national project .
"We will create a photo content, product cards, logistics schemes for the entrepreneur ourselves. Most entrepreneurs understand that today marketplaces are indeed a real opportunity to enter a new sales market, the Fund will assist not only in promoting goods of Tatarstan manufacturers, but also services offered by the self-employed. We understand that among the self-employed there are many entrepreneurs from the service sector – manicure masters, confectioners, and, accordingly, we will help them to be placed on specialized service marketplaces, " Burkhanova noted.
The Fund also provides a wide range of services for businesses related to professional development of employees of SMEs, patent analysis, accounting, advertising services, labeling of goods, financing participation in fairs and exhibitions, assistance in reporting and even in personnel selection.
"We take on the costs of patent search – this service is suitable for entrepreneurs from the innovation sphere, when a person creates an invention, there is a need to check its novelty and register a patent as a result. We are helping in this matter, " the speaker added.
Head of the Export Support Center of the Republic of Tatarstan (ESC RT) Artur Gainov stressed in his report that the entry of Tatarstan entrepreneurs into marketplaces opens up an opportunity to develop not only Russian, but also world markets.
"One of the most popular support measures is the placement of products on international electronic platforms. The center helps an entrepreneur to sell on such international e-commerce platforms as eBay, Alibaba, Amazon," Gainov said.
Foreign marketplaces are willing to register sellers from all over the world, this is a great opportunity for Tatar entrepreneurs to scale their business abroad.
The service of the Export Support Center includes the initial scoring of the applicant. Its result will be the choice of the optimal site that is most suitable for a particular business. Scoring allows one to increase the efficiency of sales of an entrepreneur in the foreign e-commerce market, to ensure correct forecasting and rational management of inventory.
Gainov drew the attention of journalists to the fact that entering the international market seems to be a difficult process to many entrepreneurs .
"The lack of experience in this matter is becoming partly a stop factor for business. At the same time, Tatarstan goods and services are quite capable of competing with well-known world brands. And, as a rule, only subjective reasons slow down the company's export," the speaker concluded.
To overcome these barriers, the Russian Export Center has developed an acceleration program "Export overdrive". This is a system of educational, financial and other measures aimed at accelerating the development of export activities of companies, including those that have not previously carried out export deliveries.
"Tatarstan entrepreneurs can take part in the accelerator by contacting the Export Support Center of the Republic of Tatarstan. Currently, applications are being collected for further competitive selection. Participation in the accelerator is free of charge," notedGainov.
He recalled that the Central Economic Commission of the Republic of Tatarstan accompanies entrepreneurs at all stages of export activities and is ready to assist in obtaining preferential microloans under the "Exporter" program. Entrepreneurs can count on loans from 300 thousand to 5 million rubles for up to 2 years worth from 0.1% of the Central Bank's key rate to its full value, depending on the amount of the export contract.
The director of the Guarantee Fund of Tatarstan Rustem Mukhamedshin told at a press conference about another tool for supporting the business of the republic – state guarantees.
According to the speaker, the volume of lending under the guarantee of the Fund is increasing every year. So, in 2019, 274 guarantees were issued for 1.47 billion rubles, in 2020, 342 guarantees for 1.76 billion rubles were already issued, which allowed entrepreneurs to attract loans for 5.5 and 7.9 billion rubles, respectively.
This year, the Garfond of the Republic of Tatarstan plans to provide entrepreneurs with at least 350 guarantees in the amount of 1.8 billion rubles. SMEs, in turn, with the support of the Fund, can attract more than 7 billion rubles of credit funds.
"Since the beginning of the year, we have already provided 152 guarantees in the amount of more than 724 million rubles, while the volume of loans attracted by the business is 4.2 billion rubles," Mukhamedshin said.
Deputy Head of the State Institution "Center for the Implementation of Programs for the Support and Development of Small and Medium-sized Businesses of the Republic of Tatarstan" Alsu Davletbaeva said that entrepreneurs can receive subsidies from the Ministry of Economy of the Republic of Tatarstan under two programs. Subsidizing the interest rate on existing loans allows the entrepreneur to reimburse the interest paid under the loan agreement. The second program involves 100% compensation of the costs of entrepreneurs in the catering sector for courier delivery of food and groceries.
Information about the programs, with the forms required for obtaining support documents and templates for their correct filling, for the convenience of the republic's business, in addition to official resources, is posted in the Telegram chatbot "Subsidies of the Center for implementation of support and development programs". Thanks to the bot, entrepreneurs can quickly get a free online consultation, learn about the detailed terms of the programs and the deadlines for reporting.
"The bot was launched on June 11, during this time 600 entrepreneurs used its services and we received positive feedback from them. In particular, users noted the convenience and simplicity of the digital tool – the list of all necessary documents for obtaining a subsidy is now available at one click," addedDavletbaeva.
