The Ministry of Economy of the Republic of Tatarstan discussed the implementation of "State Control (Supervision) and Municipal control in the Russian Federation" Federal Law

The preparation of draft regulatory legal acts for the implementation of federal laws regulating control and supervisory activities at the federal and regional levels was discussed on May 12, 2021 at the Ministry of Economy of the Republic of Tatarstan. The event was held via videoconference as part of a meeting organized by the Ministry of Economic Development of the Russian Federation on the implementation of the Action Plan of the executive authorities of the constituent entities of the Russian Federation and local self-government bodies necessary for the implementation of the Federal Law "On State Control (Supervision) and Municipal Control in the Russian Federation" for 2021.

The meeting was chaired by State Secretary – Deputy Minister of Economic Development of Russia Alexey Khersontsev. The meeting was attended by Natalia Kondratova, Deputy Minister of Economy of the Republic of Tatarstan – Executive Secretary of the regional working group, Damir Natfullin, Deputy Minister of Culture of the Republic of Tatarstan, and Marcel Valiullin, Deputy Chairman of the Committee of the Republic of Tatarstan for the Protection of Cultural Heritage Objects.

Deputy Director of the Department of State Protection of Cultural Heritage Objects of the Ministry of Culture of Russia – Georgy Sytenko in his report explained the main changes in the legislation in the field of culture, and also discussed the organization and implementation of federal state control (supervision) over the state, content, promotion and state protection of cultural heritage objects, the powers of which are transferred to regional authorities and regional state control over the state of the Museum Fund of the Russian Federation.

Representatives of the federal authorities answered the problematic questions raised by the responsible secretaries of the regional working groups during the implementation of the Action Plan, including the presentation of information in the information system monitoring.ar.gov.ru.

It was announced at the meeting that on May 19, 2021, the State Duma of Russia is scheduled to consider the "satellite bill" in the 2nd reading.

Let's recall that in December 2020, in the 1st reading, the State Duma of Russia adopted the "satellite bill", which provides for amendments to 108 sectoral laws, in terms of setting out the subject of control and supervision at each of its levels (federal, regional and municipal). For some types of control and supervision, specific features will be established, for example, preventive and control (supervisory) measures.
