On April 29, 2021, at the Coordination Center of the Russian Government, Deputy Prime Minister Dmitry Chernyshenko presented a new national project – "Tourism and the Hospitality Industry". Reports were also made by the head of the Federal Agency for Tourism Zarina Doguzova and the General Director of Corporation Tourism.RF, AO, Sergey Sukhanov.
According to Dmitry Chernyshenko, the national project consists of three federal projects: "Development of tourist infrastructure", "Increasing the availability of tourist services", "Improving management in the tourism sector". The document is aimed at the comprehensive development of the country's tourism industry. The idea of creating a national project was supported by the President of the Russian Federation Vladimir Putin. The preparation of the national project was carried out on behalf of the Prime Minister M. V. Mishustin.
"Our main goal is to provide an opportunity for high-quality and affordable recreation in Russia for all citizens. And above all, for families with children. Within the framework of the national project, the issue of family holidays is given the greatest attention. We believe that our children should regularly travel around the country, improve their health in Russian resorts and expand their horizons, learning a lot of new things. Already this year, 357 thousand children will go on vacation in the country on preferential terms – with compensation of 50% of the cost of the ticket. In the next 10 years, every child will have the opportunity to travel to Russia twice a year," the Deputy Prime Minister said.
The Deputy Prime Minister also noted that by 2030, thanks to the tools of the national project, it is planned to increase the tourist flow from 65 to 140 million trips around the country per year, double the number of jobs in the industry and export of tourist services – up to 4.7 million jobs and $ 22.5 billion, respectively.
"The national project also includes a key measure that has never been used in the industry – the creation of tourist master plans for entire territories, not individual clusters. We look at the country from the point of view of tourism as a whole – the tourist does not care where the borders of the subjects begin and end – so our approach provides for extraterritoriality and inter-regionality. We will prepare a tourist master plan of the whole Russia. For the first time in modern history, we will plan the tourist spatial development of the entire country. Based on this top-level master plan, we will begin to engage in spatial planning of tourist macro-territories. At the moment, we identify 12 such macro-territories that should become the tourist framework of our country, because these are the destinations where our citizens and foreign guests want to go. This year, we are also starting to make 3 master plans for macroterritoria – this is the Crimea, including Sevastopol, the Far East and the Golden Ring. The tourist should be surrounded by a complete modern integral space, where he will get a lot of impressions and will want to return again," added Zarina Doguzova, head of the Federal Tourism Agency.
It is planned to allocate 529 billion rubles from the federal budget for the implementation of the national project until 2030, and another 72 billion from regional funds. It is also planned to attract more than 2 trillion extra-budgetary private investments for the construction of infrastructure.
"For 10 years, "Tourism.Russia" corporation will attract 1.7 trillion rubles of private investment in tourism. Due to this, we will build 582 objects. These include 298 hotels and sanatoriums, as well as 284 complex tourist projects. These are ski, balneological, entertainment and beach complexes. In carrying out these ambitious tasks, we must, among other things, ensure the return on investment and maximum commercial benefits, both for the state and for the investor," said Sergey Sukhanov.
The national project also involves an extensive update of the legislative framework. A new modern law on tourism will be developed, the regulatory framework will be updated, and new state standards will be introduced. The sphere management system itself will be digitalized. To protect the rights of tourists, digital solutions will be introduced, the collection, processing and analysis of big data will provide high-quality and up-to-date statistics on the industry, and state services will have online formats.
The Deputy Prime Minister drew attention to the high multiplier effect of the tourism industry.
"The tourism industry has a multiplier effect, developing up to 50 related industries. It has an impact on all aspects of society and every person: from the economy to health, education and upbringing. The national project will allow us to change the appearance of cities, nature reserves, and natural territories. Create a completely new infrastructure and a different approach to service and service quality. It is important for us that traveling around the country becomes part of the lifestyle of a modern Russian, because in the end we are talking about a new quality of human life," said Dmitry Chernyshenko.
