Issues of further implementation of the reform of control and supervisory activities in the Republic of Tatarstan were discussed today, April 16, 2021 at the Ministry of Economy of the Republic of Tatarstan. The event was held via video conference within the framework of the extended offsite meeting organized by the Committee of the Federation Council on Regulations and Organization of Parliamentary Activities in the Kirov region on the topic: "Improvement of regulatory and legal regulation of control and supervisory activities in the subjects of the Russian Federation".
The event was attended by Chairman of the Federation Council Committee on Regulations and Organization of Parliamentary Activities Vyacheslav Timchenko, State Secretary-Deputy Minister of Economic Development of the Russian Federation Alexey Khersontsev, Director of the Department of State Policy in the field of Licensing, Control and Supervisory Activities, Accreditation and Self-Regulation of the Ministry of Economic Development of the Russian Federation Alexander Vdovin, representatives of state authorities of the regions. On the part of the Republic of Tatarstan, the meeting was attended by Deputy Minister of Economy of the Republic of Tatarstan Ayrat Shamsiev.
The main legislative innovations in the field of control and supervisory activities were announced in his report by Alexey Khersontsev. It was noted that the reform of control and supervisory activities is focused on the priority of preventive measures in relation to control and supervisory activities. Thus, the new regulation provides for 8 new verification activities (self-examination, preventive visit, fair practice stimulus measures, etc.); in terms of control and supervisory activities, such activities as monitoring the purchase, test purchase, inspection visit, raiding examination, sampling that allow a 1-day period to review and assess compliance with mandatory requirements.
Ayrat Shamsiev made a report on the implementation of the reform measures of control and supervisory activities in the republic. It was noted that from the very beginning the republic has been actively involved in the implementation of the reform of control and supervisory activities, including at the federal level.
In his report Ayrat Shamsiyev reminded about the "Proven Business" information resource, which allows to promptly inform the business about the current requirements of the legislation. He noted that since 2016, the Consolidated List of Mandatory Requirements for legal entities and individual entrepreneurs in conducting control and supervisory activities, posted on the website of the Ministry of Economy of the Republic of Tatarstan, is being updated.
In conclusion, the Deputy Minister of Economy of the republic announced that the result of comprehensive work, including in the field of prevention, was a 24-fold reduction in the number of detected offenses, while reducing the number of inspections by 6.4 times.
