The Minister of Economic Development informed of the issues of reducing the administrative burden on business

On April 1, 2021, amendments to the satellite project of the Law on control and supervisory activities were approved. At a briefing Russian Minister of Economic Development Maxim Reshetnikov explained the essence of the amendments and how they will affect business. 

In particular, he noted that the task of the Government, within the framework of the adopted law on control and supervisory activities, is to change the entire legislation system. The most important step here will be the amendments to the law adopted by the State Duma in the first reading, which relate to 130 laws and bring all industry laws on control and supervisory activities into line – they introduce new rules, new principles, a risk-based approach, and so on.

The amendments eliminate the norms that contradict the new approaches in the control system. For example, after the adoption of the amendments, it will be impossible to conduct unscheduled inspections, field inspections without the approval of the prosecutor's office. In addition, the powers of federal, regional and municipal authorities are sharply delineated. Types and forms of control are clearly defined. The introduction of this legislation will also make it possible to take a big step in the digitalization of control, and eventually all contacts on the part of regulatory authorities and businesses will be recorded digitally. 

Maxim Reshetnikov has reminded that the updated system should be fully operational from July 1 of this year. And of course, this is a very serious challenge for the entire system of government bodies. All federal acts must be put in order by July 1. All regional and municipal – by January 1, 2022. 

"And of course, it is very important that the introduction of this legislation will eventually allow us to take a big step in the digitalization of control. We are formalizing all the checklists. In other words, during the inspection, under the new system, let's say, the individual activities of the supervisory authorities, inspectors will be significantly limited. I would say that there will be no room for it", stated the Minister of Economic Development of Russia, M. Reshetnikov.

In his report, M. Reshetnikov explained that all interaction between inspectors and supervised subjects is translated into electronic form – both checklists, all interaction, orders. Orders will also be sent to the business in electronic form. And eventually, all contacts on the part of regulatory authorities and businesses will be recorded electronically. 

Worth reminding, that on July 1, 2021, Federal Law No. 248-FZ dd. 31.07.2020 "On State Control (Supervision) and Municipal Control" comes into force, which provides for reformatting and comprehensive improvement of the entire system of control and supervisory activities.
