The meeting of the working group on the implementation of the Action Plan for Ensuring Sustainable Economic Development was held at the Ministry of Economy of the Republic of Tatarstan. Members of the working group, consisting of representatives of executive bodies of state authority and municipalities of the republic, discussed legislative innovations and business support tools.
At the meeting, it was noted that according to the decree of the Government of the Russian Federation No. 316 dd. March 4, 2021, at the request of business, the possibility of obtaining support for entrepreneurs selling excisable goods has been extended until the end of 2021.
That means hotels, cafes and restaurants that suffered losses during the pandemic and restrictive measures. Entrepreneurs with a license to sell alcohol could not count on financial assistance; however, as part of a package of measures to support business, the Government of the Russian Federation lifted this restriction in the summer of 2020. Now the norm has been extended until the end of this year.
Decree of the Government of the Russian Federation No. 350 dd. March 11, 2021 was also signed, according to which residents of territories of advanced development located in single-industry towns will extend the deadline for meeting the requirements for the volume of investment and the number of jobs created.
According to the previous rules, it was necessary to report on the performance of obligations at the end of the first year after registration with the TOSER. Now it is allowed to do this after two years. The decision concerns companies that have received or will receive resident status from April 1, 2019 to December 31, 2021. A significant period of their work was due to restrictions related to COVID-19, which negatively affected the results of economic activity. The decree will help entrepreneurs overcome the economic consequences of the pandemic faster, restore production capacity and restart investment projects.
In addition, it was noted that the Government of the Russian Federation is resuming the tourist cashback program, which involves a partial refund for the purchase of tours in Russia. It’s new, already the third stage in a row, started in March 2021. Government Decree No. 590-r of March 13, 2021 on the allocation of 2 billion rubles for this purpose was signed.
The necessity of timely monitoring the participation of enterprises and organizations of the republic in the "FOT 3.0" program was also noted.
