Working groups sessions on implementation of programs of sustainable development of the economy of Republic of Tatarstan kicked off
This year’s first working group session on implementation of programs of sustainable development of the economy of Republic of Tatarstan was held yesterday.
The meeting was conducted via videoconference under the chairmanship of Deputy Minister Oleg Pelevin.
Last changes in legislation were mentioned before discussing the order of the day.
Of these:
- federal act dated 30 of December 2020, No 500-FZ according to which in order to stabilize consumer prices for several types of essential socially significant alimentary goods within the Russian Federation’s territorial entity or entities, Government of the Russian Federation is vested with a right to set maximum permissible consumer prices for that kind of goods for a period no longer than 90 calendar days,
- decree of the Government of the Russian Federation dated 31 of December 2020, No 2397 in accordance with which starting February, 1 until June, 30, 2021, soy beans export taxes at the rate of 30% will be imposed, but not less than 165 euro per 1 ton.
- decree of the Government of the Russian Federation dated 31 of December 2020, No 2425 on preferential loans tax reduction both for small and medium enterprises and self-employed citizens; loans are granted to workers in high-priority areas, including agricultural sector, wholesale and retail trade, domestic tourism, restaurant business, science and technology, public health care, education, manufacturing industry, consumer services.
- decree of the Government of the Russian Federation dated 31 of December 2020, No 2390, in accordance with which entrepreneurs that invest in social services will be able to receive preferential loans,
- decree of the Government of the Russian Federation dated 31 of December 2020, No 2392, by which register of organizations will be formed in Russia that will provide services to engineer and manufacture electronic component base products and electronic products,
- decree of the Government of the Russian Federation dated 31 of December 2020, No 3683-r, by which Government’s legislative drafting activities for 2021 are approved, development and implementation of 153 administration bills in State Duma will be introduced.
The document consists of 6 blocks that are aimed to create conditions for economic growth, digitalization and scientific and technical development, development of economic sectors, social sector institutions development, and quality of life improvement, balanced regional development, state administration’s quality improvement.
It was also indicated that with respect to federal supportive measures, industrial development Fund’s supervisory board made a decision to decrease basic rate to 3% on Fund’s programs starting January 1, 2021. 1% rate is already in effect for some of the financing programs and that allows to extend credits to industrial plants with the most profitable terms.
First topic of the day was addressed by Arsk region. It was in the framework of heads of municipalities preparation for course of presentations for President of the Republic of Tatarstan Saturday meetings concerning projections achievement for 2021.
As a part of second topic discussion Kamsko-Ustinsky, Rybno-Slobodsky, Sarmanovsky, Spassky and Cheremshansky regions spoke out about the problems and risks concerning assurance of projections achievement for 2021.
