Today, based on the results of applications received by the Ministry of Economic Development of Russia on conclusion of agreements on protection and encouragement of investment (hereinafter referred to as APEI), a ceremony of signing the first 9 projects took place in Moscow. In particular, the Wildberries project was signed to create an omni-channel trade support center, which is being implemented on the territory of the Republic of Tatarstan.
The total volume of investments in the nine APEI signed today exceeds 135.7 billion rubles. As part of their implementation, about 6,400 jobs will be created. By the end of the year, 20 projects with a total investment of about 900 billion rubles are to be signed.
Let us remind that Wildberries already launched the first stage of the distribution center in Tatarstan on the territory of the Zelenodolsk TASED industrial site in August of this year. The area of the first stage was 50 thousand square meters, the total area of the logistics facility is over 100 thousand square meters. The total investment of Wildberries in the project is more than 5 billion rubles. Thanks to the construction of a new distribution center, 2,160 jobs have already been created, after the completion of the second stage, their number will reach 4,000. The facility capacity will allow processing more than 446 million units of goods per year. In addition, thanks to the opening of a distribution center, the speed of delivery of orders within the republic will increase. If earlier residents of the region received purchases within 2-3 days, now goods from the local warehouse will be delivered the next day.
On the part of the republic, the agreement was signed by the Deputy Prime Minister - Minister of Economy of the Republic of Tatarstan, Midkhat Shagiakhmetov.
Shagiakhmetov noted that the signing by the Republic of Tatarstan of an agreement on the protection and promotion of investment with the VB-VOSTOK company will enable the investor to stabilize the regulatory documents regulating the tax burden for the enterprise, as well as take advantage of the reimbursement of the costs incurred for the engineering infrastructure.
The law on APEI will allow creating predictable conditions for the implementation of projects for investors and getting the expected result through a “stabilization clause” for 6, 15 or 20 years. Throughout large-scale long-term projects, the working conditions for investors remain unchanged, in terms of tax deductions (income tax, property, transport tax, payment terms and procedure for VAT refunds), land use and urban planning activities, as well as subsidies for the construction of infrastructure.
At the same time, investments in the amount of at least 250 million rubles are a condition for protecting capital investments in implementation of projects in the field of health care, education, culture, physical education and sports. 500 million rubles - for projects in the field of digital economy, ecology, agriculture. 1.5 billion rubles - in manufacturing and 5 billion rubles - in other industries, excluding gambling, tobacco and alcoholic beverages, liquid fuel, oil and gas production.
With investments of more than 10 billion rubles, the “stabilization clause” may also include non-tax payments and export customs duties. In addition, the APEI mechanism will make it possible to remove infrastructural restrictions in implementation of investment projects in the republic by reimbursing the investor's infrastructure costs in the amount of taxes paid by them.
