Support measures for SMEs and population were discussed at a meeting with the regions

The Ministry of Economy hosted a weekly meeting of the working group on implementation of the Action Plan to ensure the sustainable development of the economy of the Republic of Tatarstan amid a worsening situation due to the spread of a new coronavirus infection, volatility in oil prices and the dollar exchange rate.

Before moving on to the agenda of the meeting, it was noted that this week the President of the Russian Federation signed a number of Federal laws. Among them:

- Federal Law No. 385-FZ of December 8, 2020 “On Federal Budget for 2021 and for Planning Period 2022 and 2023”, which is based on the basic version of the forecast of the socio-economic development of the Russian Federation for 2021 and for the planning period 2022 and 2023;

- Federal Law No. 407-FZ of December 8, 2020, which amends the Labor Code of the Russian Federation in terms of regulating the labor of remote workers.

Also, the State Duma adopted two federal laws in the third reading. According to the first, the deadline for submission of executive documents is extended, according to which small and medium-sized businesses affected by the pandemic can receive an installment plan. According to the second law, the customer will be responsible for the delay in payment of government contracts concluded with SMEs.

It was also noted that, according to the Ministry of Economic Development of Russia, the instrument of agreements on protection and encouragement of investment will be improved - the sectors of the economy where this mechanism will be applied will be expanded. The Ministry of Economic Development, together with the Ministry of Finance, is working out a mechanism that will make it possible to compensate investors for the constructed infrastructure not at the expense of the budget, but by providing a counter offset for tax liabilities.

The speech of the Ministry of Industry and Trade of the Republic of Tatarstan was organized on the first issue of the agenda in connection with the incoming questions from municipalities on mandatory labeling of goods.

Representatives of the Executive Committees of Kazan and Naberezhnye Chelny spoke on the issue of transferring UTII payers to other taxation regimes.

On the third issue of the agenda, reports of municipalities on measures to achieve the forecast indicators for 2021 were heard. Representatives of Alkeyevskiy, Apastovskiy, Atninskiy, Bavlinskiy, Baltasinskiy and Aksubayevskiy municipalities of the Republic of Tatarstan presented their speeches.

The meetings of the working group will continue next week.
