Financial sustainability of municipalities and changes in the field of control and supervision activities have become key issues of the videoconference meeting at the Ministry of Economy of the Republic of Tatarstan

A number of traditional meetings of the working group on implementation of the Action Plan to ensure sustainable development of the republic's economy took place in the videoconferencing regime last week. The meetings were devoted to issues of ensuring the financial stability of municipalities, changes in legislative regulation in the field of control and supervisory activities, as well as new support measures at the federal level.

In accordance with the Decree of the Government of the Russian Federation No. 1563 as of September 29, 2020, self-employed citizens will have access to support measures provided for by the national project “Small and Medium Enterprises and Support for Individual Entrepreneurial Initiatives”. Already today Tatarstan self-employed can get information and consulting support in the “My Business” center and from the specialists of the Internet resource “Verified Business”. You can seek advice on mechanism for paying insurance premiums, using the application and issuing checks for transactions, concluding an agreement with legal entities and individual entrepreneurs. In addition, seminars on doing business are held for self-employed residents of the republic, they have access to the republican exchange platform.

In turn, for the agrarians of the republic, the possibility of using gratuitous grants for the creation and development of agribusiness was extended for a year by the decree of the Government of the Russian Federation No. 1594 as of October 3, 2020. The solution will allow agricultural producers to avoid penalties for late use of funds. Family farms, agricultural cooperatives, as well as those who are just planning to start their own business will be able to take advantage of this relief.

In addition, until January 7, 2021 inclusively, the moratorium on initiation of bankruptcy proceedings based on applications of creditors is being extended. The decision applies to companies and individual entrepreneurs from the most affected industries, including the hotel business, catering establishments, non-governmental educational institutions, the sphere of consumer services, and non-food retail.

During the period of moratorium, organizations and individual entrepreneurs will have access to judicial installments, which can be obtained by a decision of the arbitration court. It provides for a change in the timing of the payment of overdue obligations, as well as the termination of enforcement proceedings on property claims.

In addition, within the framework of the meetings, reports were heard from 8 municipalities on their work in terms of ensuring the financial stability of organizations.
