The Ministry of Economy of the Republic of Tatarstan held a weekly meeting of the working group on implementation of the Action Plan to ensure the sustainable development of the economy of the Republic of Tatarstan in the context of the worsening situation due to the spread of the new coronavirus infection. Members of the working group, municipalities of Tatarstan, representatives of relevant ministries and departments took part.
An important issue for Tatarstan entrepreneurs is transition from UTII to other tax regimes. In order to inform the business community as fully as possible, on October 8, at 11:00 a.m., an information webinar on this topic will be held at the Federal Tax Service Administration for the Republic of Tatarstan. Deputy Minister of Economy of the Republic of Tatarstan Oleg Pelevin announced this at the meeting. He noted that questions on this topic are accepted by the Office until October 6. Also during the meeting, support measures at the federal level were announced. The tourist cashback program has been extended until January 10, 2021. Now, not only hotels and tour operators, but also travel aggregators will be able to participate in the program. The minimum duration of a tour or hotel stay under the new conditions of the program has been reduced from 4 to 2 nights, the minimum cost of a voucher is no longer limited (previously - 25 thousand rubles). The maximum refund will be 20% of the tour cost, but not more than 20 thousand rubles (previously - 15 thousand rubles). The prerequisite for the program - payment with a Mir card - remains the same. Cashback will be credited automatically within five days from the date of payment for the trip.
In addition, the State Duma adopted 2 bills this week. The first (adopted in the first reading) is aimed at providing “mortgage vacations” to citizens who receive income from entrepreneurial or other activities using special tax regimes. Currently, in the event of a difficult life situation, they cannot apply for a mortgage vacation, since they do not have the opportunity to provide a 2-NDFL certificate from the employer. As a result, this category of Russians is actually deprived of the right to defer a loan. The bill allows citizens who are subject to special tax regimes to confirm the reduction in income with other documents.
In accordance with the second draft law (adopted in the third reading), it is envisaged to increase the availability of concessional loans for agricultural producers.
At present, only organizations and processors can count on a soft loan, whose share of income from the sale of agricultural products is at least 70 percent. Taking into account the adoption of the draft federal law, preferential loans will become available for those who are just starting their own business and are ready to invest in agricultural production and development of the industry. In three years, such borrowers will have to confirm that the share of their income from the sale of agricultural products in the total income from the sale of other goods is at least 70 percent. In addition, those who participate in implementation of national projects can also apply for preferential loans, in particular, companies that have concluded agreements on increasing competitiveness within the framework of the federal project “Export of agricultural products”.
As part of consideration of the issues on the agenda of the meeting, reports of the Almetyevskiy, Arskiy and Mendeleyevskiy districts on implementation of measures to ensure the financial stability of organizations were heard.
