State support for intellectual property development on the example of the Republic of Tatarstan

As part of the panel discussion “Capitalization of intellectual property: a request for radical action” of the online forum Kazan Digital Week-2020, Deputy Minister of Economy Indira Kireyeva took part and spoke about state support for the development of intellectual property in Tatarstan.

Today, according to Kireyeva, innovations arise where they are not afraid to abandon the old one. In this regard, intangible assets - intellectual property - are highlighted. Tatarstan is an advanced region in this direction, as evidenced by successes and achievements of republican companies in terms of patenting and commercialization of intellectual property.

An important condition for creating an innovative environment is the growth of share of science-intensive products and development of intellectual property, and competent management of its results should become a national priority, and here it is important to comprehensively and jointly work to increase the level of competencies, to establish links between the management of subjects and business.

Currently a set of legislative and organizational measures has been implemented regulating the development of innovation and management of intellectual property In Tatarstan.

The Republic of Tatarstan is distinguished from other constituent entities of the country by the established program policy for the management and development of intellectual property market. Since 2016, the subprogram “Development of intellectual property market in the Republic of Tatarstan for 2016-2021” of the state program “Economic development and innovative economy of the Republic of Tatarstan for 2014-2024” has been implemented here. It should be noted that today this is the only regional strategic document in Russia on development of the patenting market.

The events held within the framework of the program resulted in increase in the number of applications for all intellectual property objects in the republic in the past year, as evidenced by the official data of Rospatent, according to which Tatarstan ranks 1st in the Volga Federal District in terms of the number of patent applications filed and 4th among all constituent entities of the country.

Also, a significant role in the process of forming intellectual property is played by large enterprises, scientific organizations and higher educational institutions of the republic, which are leaders in the number of patent applications - PAO “TATNEFT” named after V.D.Shashin (782 applications for three years), PAO “KAMAZ” (194 units), GAUZ “Republican Clinical Hospital of the Ministry of Health of the Republic of Tatarstan” (41 units), “Kazan National Research Technical University named after A.N. Tupolev - KAI (235 units), Kazan State University of Architecture and Civil Engineering (155 units), Kazan (Volga Region) Federal University (105 units).

Indira Kireyeva also focused on development of the patenting market. Among the problematic issues, the main one is the complexity of assessment of intangible assets.

There is a similar experience in the republic. KORA, a company from Naberezhnye Chelny, has become a pioneer in the provision of intangible assets as collateral. Successful cooperation with credit institutions allowed the company to evaluate the existing patents, which generate income and bring profit (34 patents are supported, 21 patents are used in production, and generate an annual income of 250 thousand rubles each).

Special attention was paid to the personnel training system. Formation and further development of the intellectual property market is impossible without creating a system for training professional personnel with broad competencies in various fields: accounting and auditing, jurisprudence, financial reporting, taxation, valuation of intangible assets.

In this regard, the Ministry of Economy has been conducting educational events for specialists of republican enterprises since 2017. The educational process takes into account the best practices in the field of intangible asset management in the Russian Federation and abroad.

In addition, the Deputy Minister stressed that development of the intellectual property sphere in the period of digitalization of the economy requires serious interdepartmental efforts and coordination of actions at all levels. In particular, federal structures have already taken concrete steps in this direction in the form of the introduction in the constituent entities of the Russian Federation of recommendations on the management of rights to the results of intellectual activity and means of individualization. Last year, Tatarstan was the first among the regions to sign a trilateral Agreement with the RF Ministry of Economic Development and Rospatent on implementation of recommendations on intellectual property in the regions.

The republic continues to build up the results that have already been achieved in this area. Within the framework of the signed trilateral agreement, Tatarstan faces the task of increasing the number of international applications for intellectual property objects until 2024. This initiative will protect the interests of our manufacturers and provide assistance in promoting products to foreign markets.
