Business infrastructure support issues were discussed at a weekly meeting with the districts

The prospects for the development of industrial parks and industrial sites in the districts of the republic were discussed at a meeting of the working group on implementation of the Action Plan to ensure the sustainable development of the economy of the Republic of Tatarstan amid a worsening situation due to the spread of a new coronavirus infection, volatility in oil prices and the dollar exchange rate. The meeting was held in the videoconference mode.

 For example, it is planned to create a food cluster on the territory of the “Saba” industrial park in the Sabinskiy district. The work on design of the engineering infrastructure has already been completed, and the construction of networks is planned in the future. 5 enterprises are ready to enter the food cluster. Now 4 residents are working on the territory of the “Saba” industrial park, 50 jobs have been created. The construction of the park was carried out within the framework of the regional project “Acceleration of Small and Medium-sized businesses”, which is part of the national project to support small and medium-sized businesses. It is planned that by 2024, 22 resident enterprises will be located in the “Saba” industrial park, and the number of jobs will be increased to 500. All in all, there are 4 industrial sites in the Sabinskiy district: the “Saba” industrial park, the Woodworking private industrial park, industrial site “Prominvestholdingstroy”, “Yashel Park” Ecotechnopark. More than 500 jobs have been created by residents. At the end of the 1st half of 2020, the total production volume of residents amounted to 415 million rubles.

There is one private industrial site in the Alekseyevskiy district, where 4 residents are located. They have created 77 jobs. It is planned that the industrial site will receive accreditation from the Ministry of Economy of the Republic of Tatarstan, as a result of which measures of state support will be available to residents.

There are 3 private industrial sites on the territory of Baltasinskiy district: Halal industrial park “Baltach”, “Baltasiagrokhimservice” OOO, “Upravleniye” OOO. The parks are provided with all engineering infrastructure networks. At the moment, work is underway to find and attract investors to ensure 100% occupancy of industrial parks.

 There are no industrial sites/parks in Verkhniy Uslon, but there is an industrial zone where 3 factories and 7 individual entrepreneurs operate. About 350 people are involved in work processes. Successful business development is facilitated by convenient logistics, the industrial zone is located near the federal highway M-7 “Volga” in the immediate vicinity of Kazan.

In 2005, a special economic zone of industrial production type “Alabuga” was created in the Elabuzhskiy district. The total area of ​​the territory of the special economic zone is 3,903.5 hectares. The number of residents is 65. There are two industrial parks on the territory of the “Alabuga” SEZ: “Synergy 1” (small production facilities are located) and “Synergy 2’, which was put into operation in June 2020. Residents have access to tax incentives, ready-made premises with individual parameters for the needs of the residents themselves, and world-class infrastructure. The management company fully provides the residents of the park with electricity, heat, water supply and logistics center services.

In the Apastovskiy district there is a private industrial site “Apas”, an industrial area “Prombaza”, an industrial site of Individual Entrepreneur “Zainullina L.F”. There are all necessary engineering infrastructures there: electric and water supply networks, high-voltage lines to the KTP have been built, water treatment and a checkpoint have been carried out. The industrial sites are not completely occupied, so work is underway to attract investors.

Special attention at the meeting was paid to new measures to support residents and management companies of industrial sites and parks. A loan “Construction” is available for the construction of engineering infrastructure facilities, modular buildings, other facilities on the territory of industrial sites and parks.

The new package also includes a program of subsidizing the interest rate on loans, which is popular among entrepreneurs. Residents and management companies of industrial sites and parks are eligible to subsidize interest up to 5 million rubles.
