Creation of industrial infrastructure facilities and support measures for their residents and management companies were discussed at a meeting in the Ministry of Economy of the Republic of Tatarstan

The Ministry of Economy of Tatarstan held a number of meetings of the working group this week, which includes representatives of districts, relevant ministries and departments, dedicated to the implementation of the Action Plan to ensure sustainable development of the republic’s economy.

During the meeting, it was noted that the Republic of Tatarstan is one of the leaders in terms of the number of efficiently operating industrial infrastructure facilities and is actively involved in implementation of measures to support them. So, in the republic, since 2004, industrial parks and industrial sites have been successfully created and dynamically developed.

This year, which is marked by the 100th anniversary of the Tatarstan Autonomous Soviet Socialist Republic foundation, in accordance with the President's Address, 100 industrial parks and industrial sites have been created, the residents of which form more than 10% of the total industrial production of Tatarstan.

Currently, residents have created more than 30 thousand jobs. The volume of manufactured products in the first quarter of 2020 increased by 45.5% and amounted to more than 46 billion rubles. There are large infrastructure facilities - two special economic zones, Technopolis “Khimgrad”, Kama industrial park “Master”, Agro-industrial park “Kazan”.

For the comprehensive development of entrepreneurship in Tatarstan, it is necessary to create conditions at the site, for this a new concept was developed, according to which industrial sites of the municipal level are opened in each district of the Republic of Tatarstan. Currently, infrastructure facilities have been created in 40 municipalities of the republic, which has a direct impact on their development - creation and modernization of jobs, development of alternative types of employment for small businesses, social and engineering infrastructure in the countryside, formation of motivation for work, attraction of qualified workers to this sphere.

For residents of industrial sites, there are various programs of support and preferences, which are valid with the accreditation of the Ministry of Economy. By decision of the executive committees of the municipal districts of the republic, the land tax for residents may be reduced or abolished. In the event that the land on which the industrial infrastructure facility is located is in municipal ownership, then by the decision of the executive committee, the rent may be reduced or canceled.

Also within the framework of the meeting, the launch of a new package of business support measures aimed at economic recovery and revival was discussed. The package includes the following support measures, including those designed for residents and management companies of industrial infrastructure facilities - interest rate subsidies. The program assumes full reimbursement of the costs associated with the payment of interest on loans in 2020 - that is, 100% subsidization of the interest rate. The maximum amount of financial support for recipients of the second category is up to 5 million rubles per year. It should be noted that in the updated version of the program, all interest actually paid in the period from January to December 2020 will be refunded.

Another support measure included in the new package was the issuance of soft loans for construction, modernization and (or) reconstruction of engineering infrastructure, buildings and structures.
