The corresponding decision at the republican level was made on July 11, 2020 within the framework of the Resolution of the Cabinet of Ministers of the Republic of Tatarstan No. 574. According to the Resolution, legal entities and individual entrepreneurs operating in the sectors of the Russian economy that are most affected by the spread of a new coronavirus infection, while carrying out an excisable activity can apply for subsidies from the Republic of Tatarstan budget.
The resolution involves the removal of restrictions on provision of subsidies for services for the delivery of ready-made meals and food products to SMEs, which, in addition to their core activities, also manufacture and sell excisable goods. Also, according to the document, the period for granting subsidies has been increased until July 31, 2020.
A support measure for 100% subsidizing of the costs associated with the payment of aggregators for the delivery of food and meal was launched by the Ministry of Economy of the Republic of Tatarstan on April 27, during the COVID-19 pandemic, and is aimed at maintaining efficiency and employment in the catering segment and, caused by the coronavirus, the need for organization of delivery of ready-made meals, semi-finished products and food products with minimal business costs.
Initially, the costs for April and May were subsidized, but the Ministry of Economy of the Republic of Tatarstan decided to continue the implementation of the program as long as there is still demand for it from the catering business. Today, 124 applications have been received from business for participation in the program, the largest part of which are entrepreneurs from Kazan - 94 applications were received from them, the rest of the applicants are from Naberezhnye Chelny, Arskiy, Vysokogorskiy, Laishevskiy and other districts of the Republic.
Also, the support mechanism did not imply the participation of entrepreneurs engaged in excisable activities, which for some representatives of the restaurant business was the reason for the refusal to provide subsidies. The decision to expand the range of recipients of subsidies was made on the basis of feedback from representatives of the business community, the Association of Restaurateurs and Hoteliers of Tatarstan.
“I learned about the program back in May from colleagues who reimbursed the cost of delivery services. Unfortunately, I was not able to submit an application, since we had an excise tax among our activities. I was waiting for changes to be made to the program, allowing me to receive compensation! Now it is more useful than ever, because we still work only for delivery and takeaway, which, in general, has resulted in a decrease in customer flow, and rent and salaries must be paid, as before. The program helps to develop delivery without attracting my own funds, which I can already use for doing business”, said the owner of the “Myaso v lavashe” fast food chain, Starshaya Evgenia.
Let us recall that the Center for Implementation of Programs for Support and Development of SMEs of the RT, subordinate to the Ministry of Economy of the Republic of Tatarstan, is responsible for implementation of the program. Applications are accepted by the Center from Monday to Thursday from 9.00 to 18.00, on Friday from 9.00 to 16.45, at the address: Kazan, Moskovskaya str., 55, as well as in all municipalities of the Republic through regional representatives of the Entrepreneurship Support Fund of the Republic of Tatarstan.
