Tatarstan achieved the best investment attractiveness among the regions at the end of 2019

Tatarstan is recognized as the best among the regions according to the National rating of the state of investment climate of Russian regions. Agency for Strategic Initiatives presented the results of the rating for the end of 2019. Let us recall that the rating results evaluate the efforts of regional authorities to create favorable conditions for doing business over the past year. The first position this year was taken by the metropolitan region of the Russian Federation, the Republic of Tatarstan retained the best result among non-capital entities of the country.

The assessment took into account the initiatives of the authorities of the republic to improve the conditions, infrastructure and regulatory mechanisms to stimulate the development of small and medium-sized enterprises, including the diversity and accessibility of state support measures for business. The assessment is carried out on 44 indicators and 4 areas: the regulatory environment, institutions for business, infrastructure and resources, support for small businesses.

It is worth noting that Tatarstan previously headed the national rating three times - in 2015, 2016 and 2017, at the end of 2018 it lost only to the capital, while the gap was only 0.3 points, which indicates the high competitiveness of the republic in moving to leadership positions.

In 2019, Tatarstan created additional infrastructure for attracting investments and developing entrepreneurship. Thus, a large-scale modernization of industrial capacities was carried out in the republic, and commissioning of the largest high-tech enterprises was ensured. It should be noted that the share of attracted investments in the fixed capital of Tatarstan amounted to 36%.

The contribution of small and medium-sized enterprises to the gross regional product of the republic according to the results of 2019 is 26.1%. One of the main tools for maintaining the growth of participation share of SMEs in the republic’s GRP is the implementation of federal and regional measures to support entrepreneurship.

Since April 2020, more than 30 state support measures have been functioning for entrepreneurs of Tatarstan, this is property, financial and non-financial assistance - consulting, educational and other programs. Today, at the expense of the federal and republican budgets in conditions of the crisis caused by the COVID-19 pandemic, the business of Tatarstan has already received support in the amount of over 25 billion rubles.

As part of the program to stimulate business development in the region, digital tools are also being created and launched. ФАСТТРЕК.РФ, a unique multifunctional digital platform for Russia, was created to simplify business access to financial and non-financial support events through the Single Window format. ФАСТТРЕК.РФ as a tool to accelerate all business processes is convenient in that it accumulates support measures in the region at a click away from entrepreneurs. It removes bureaucratic, informational, financial and temporary barriers to doing business.

Also, to reduce administrative pressure on business in Tatarstan, a special Internet resource has been created. “Proverennyi biznes (Verified-business)” contributes to the solution of issues of interaction between entrepreneurs and regulatory bodies. The project is implemented with support of the Ministry of Economy of the Republic of Tatarstan and is aimed at regulating control and supervisory activities, preventing violations of supervisory requirements and promoting self-employment.

The national rating of the state of the investment climate in the constituent entities of the Russian Federation is a strategic initiative implemented since 2014. The rating evaluates the efforts of authorities at all levels in the regions to create favorable business conditions. The main part of the indicators is based on surveys of regional entrepreneurs. When developing the methodology, the experience of existing domestic and international ratings and other mechanisms for assessing the investment climate was taken into account. The rating system of indicators is developed taking into account the best domestic and world experience aimed at assessing the state of the investment climate.
