Ensuring the implementation of the National Action Plan for Economic Recovery and Population Support was discussed in the State Council of the Republic of Tatarstan
Today, a videoconference meeting was held under the leadership of the Chairman of the State Council of the Republic of Tatarstan F.Kh. Mukhametshin with members of the Council of the Federation and deputies of the State Duma of the Federal Assembly of the Russian Federation from the Republic and heads of executive bodies of state power of Tatarstan. Parliamentarians and heads of relevant ministries and departments discussed the draft National Action Plan, ensuring the restoration of employment and incomes of the population, economic growth and long-term structural changes developed by the Government of Russia, as well as the participation of Tatarstan in its implementation.
Currently, the draft National Action Plan is being actively discussed at all levels of government, including with participation of business, public organizations and enterprises. It is planned to approve the document before July 1 of this year. The main objective of the Plan will be the restoration of the economy, access to a stable growth trajectory and increase in incomes of the population.
The plan is adopted for the period until the end of 2021 and involves three stages of economic recovery. The task at the first stage, which will last from July to September of the current year, is to prevent a further decrease in household incomes and to ensure stabilization of the situation in the most affected sectors. At the second stage, from October to June 2021, it is necessary to ensure the restoration of the economy and incomes of the population, to prevent complications of the sanitary and epidemiological situation. At the third stage, from July to December 2021, the main task will be to ensure sustainable growth in real incomes of the population and, as a result, active economic growth.
During the meeting, Minister of Economy Midkhat Shagiakhmetov noted that since the beginning of the year, serious resources had already been allocated to help the affected sectors of the economy. The plan also provides for further comprehensive support for such industries. So, thanks to federal measures in Tatarstan, the deadlines for paying taxes were extended for more than 46 thousand organizations and individual entrepreneurs. More than 37 thousand people have applied for subsidies for urgent needs, they have already paid 1.3 billion rubles. Banks restructured more than 2 thousand loans in the amount of 25.2 billion rubles, issued over 1.8 thousand soft loans.
National projects and a set of initiatives in 7 key areas will be simultaneously aimed at achieving the goals of the National Plan:
1. The growth of real incomes of citizens, restoration of effective employment and effective demand;
2. Support and development of individual, small and medium enterprises;
3. Launching a new investment cycle and improving the business climate;
4. Accelerating the technological development of the economy and increasing labor productivity, including through digitalization;
5. Increased exports and support for import substitution;
6. Sectoral support measures: restoration and development of individual industries;
7. Improving the resilience of the economy to external shocks.
In accordance with the instructions of the President of the Republic of Tatarstan R.N.Minnikhanov, a draft Republican Action Plan for implementation of the National Action Plan is being developed in conjunction with the Tatarstan branch ministries and departments.
During the meeting, they also discussed the proposals of the deputy corps, branch ministries and departments of the republic on preparation of decisions for both individual sectors of the economy, and for Tatarstan as a whole as part of the implementation of the Republican Plan.
