A number of Tatarstan organizations can supplement the list of systemically important enterprises of the country. This and other issues were discussed by participants of the working group on implementation of the plan for sustainable development of the economy of the Republic. The event was held in a video conference mode with participation of urban districts and municipal districts. In order to discuss anti-crisis measures implemented in municipalities, the Aksubayevskiy and Vysokogorskiy districts submitted their reports to the working group. Another topic of discussion was the decision made by the President of the Russian Federation on the smooth exit from the regime of restrictions and further stabilization of the country’s economy.
Before proceeding directly to the agenda, Deputy Minister of Economy Oleg Pelevin announced a series of decisions adopted by the President of the Russian Federation the day before. In order to further ensure sanitary and epidemiological well-being, the non-working period is extended until May 11 inclusive. In turn, by May 5, the Government of the Russian Federation together with Rospotrebnadzor will prepare recommendations for a phased exit from the regime of self-isolation, starting from May 12. Also, in the near future, a new package of urgent measures to support the economy and citizens will be developed, while the Government of the Russian Federation, together with the regions and business, will prepare a large-scale national action plan to normalize business life, restore employment, incomes of citizens and economic growth. The objective of such a plan is not only to stabilize the situation, but also to ensure long-term structural changes in the Russian economy.
As for the all-Russian list of backbone enterprises, line ministries that are part of the working group made a proposal to supplement the list with Tatarstan organizations involved in construction and housing and public utilities. Republican enterprises will contribute to increasing sustainability of development of the Russian economy. The decision to list them will be made in the short term.
In turn, the backbone enterprises of the Aksubayevskiy district carry out activities in the normal mode, it is mainly related to the specifics of the district, where all large enterprises are related to the agricultural industry. A decrease in production volumes and a reduction in the number of employees are not observed. In Vysokogorskiy district, 11 enterprises are included in the list of system-forming enterprises; they provide the largest employment in their industries and are the largest taxpayers that shape the economy of the district. Monitoring of the state of enterprises is carried out on a daily basis; work in the remote access format is organized in 6 enterprises for 77 employees.
In municipalities, ongoing work with the business community is underway, a package of measures is being developed to support small and medium-sized businesses. So, in the Vysokogorskiy district, a delay has been granted on the lease of land. Work in this direction will be continued, now the possibility of canceling land rental payments for representatives of small and medium-sized businesses is being considered.
