16 April 2020, Thursday

The Minister of Economy of Tatarstan Midkhat Shagiakhmetov held a daily meeting in the video broadcast mode as part of the implementation of the Plan to ensure sustainable development of the economy of the republic. Yesterday, the heads of the Pestrechinskiy, Kukmorskiy and Elabuzhskiy districts submitted their reports to the working group. The Minister of Economy of the Republic of Tatarstan drew attention to the work of systemically important enterprises in the districts, provision of essential goods and support of small and medium-sized enterprises.

Let us recall that the working groups to ensure sustainable economic development during the pandemic are functioning in 43 municipal districts and two urban districts of Tatarstan. Meetings with municipalities are held on a daily basis, which contributes to the operational implementation of anti-crisis measures on their territory.

Yesterday, the Minister of Economy of the Republic of Tatarstan discussed with the heads of districts the work of systemically important and socially significant enterprises. On the territory of the Elabuzhskiy district, 25 such enterprises are functioning. Last week, a meeting was organized with the leaders of 10 large companies, where they discussed issues of the current state of financial and economic activities and expected risks in the context of the spread of a new coronavirus infection.

In the Pestrechinskiy district, all socially significant enterprises of the region operate normally, as their sphere of activity does not fall under a direct ban. There are no reductions, transfers to a remote or incomplete mode of operation at the system-forming enterprises of the district. A round table was held last week where company representatives expressed their concerns and wishes. For example, the Ak Bars poultry complex pointed to a shortage of feed grain in the market and came up with a proposal to create a regional grain fund.

Municipalities have strict control over the dynamics in the sector of small and medium enterprises in Pestrechinskiy district, a moratorium on all municipal inspections regarding business has been declared. The issue of deferring payments by entrepreneurs for the use of municipal property is being worked out. Also, daily business consultations are held on existing regional and federal support measures.

In Kukmorskiy district, a hotline and a support service for entrepreneurs through messengers operate for these purposes. Since the introduction of the self-isolation regime, they have received more than 400 requests, most of which are related to obtaining support measures for business. In the area with large lessors, issues of reducing the cost of rent have been worked out. There are lessors who do not plan to charge rental payments during the period of inactivity; some of them plan to provide a 50% discount.

In the districts, daily availability of essential goods is monitored. So, in the Pestrechinskiy district, before the introduction of the self-isolation regime, there was a shortage of some goods of this category. However, now everything is stable. Shelves in trade organizations are full. To meet the needs of residents of remote villages, on-site trading works daily. A similar situation is in Kukmorskiy district - the district organized retail trade in settlements where there are no stationary stores, there are 23 of them in the municipality. There was no excessive demand for products in any of the districts that delivered reports yesterday. Regular sanitization is carried out at retail outlets to prevent the spread of coronavirus; buyers maintain the required distance.

Representatives of Leninogorskiy, Drozhzhanovskiy and Chistopolskiy districts will make reports tomorrow.
