Today, the Minister of Economy of the Republic of Tatarstan Midhat Shagiakhmetov reported on a plan of measures to ensure the sustainable development of the economy of the republic in the worsening situation due to the spread of a new coronavirus infection, volatility in oil prices and the dollar, at a republican meeting in the Government House of the Republic of Tatarstan.
The President of the Republic of Tatarstan Rustam Minnikhanov held a videoconferencing meeting with all municipal districts. The Prime Minister of the Republic of Tatarstan Aleksey Pesoshin took part in the meeting.
The Minister said that the plan was formed in 4 main areas: providing essential goods and supporting the population; supporting sectors of the economy that are at risk; support for small and medium enterprises; system-wide measures.
Midkhat Shagiakhmetov reported that today weekly monitoring and control of prices for major socially important goods was being carried out. According to the latest monitoring, there are no sharp changes in prices. In the event of a significant price deviation, the plan provides for response measures, including development of mechanisms to control prices with trading networks, increasing the volume of purchased products in private farms, expanding agricultural farms, and working together with the FAS in the Republic of Tatarstan.
Operational monitoring of availability of essential goods is introduced in the organization of trade: food, baby products, medicines, medical products, disinfectants and personal protective equipment.
To increase the production of pharmaceutical products, personal protective equipment and disinfectants at the federal level, it is planned to issue special loans from the funds of the Industrial Development Fund. In addition, to expand the assortment, a temporary suspension of the restriction of import access for state purchases of medicines and medical products is provided.
In order to ensure timely provision of essential goods, the plan also provides for temporary (for 1 month) exemption from weight control and temporary cancellation of restrictions on movement within the city limits and loading and unloading of vehicles.
A number of measures are aimed at maintaining stability in the labor market. The Ministry of Labor, Employment and Social Protection of the Republic of Tatarstan implements measures to actively support employment, starting from assessing the potential risk of dismissal of employees of enterprises to take proactive measures, including retraining, advanced training, and organization of public works. In addition, control over timely social payments is tightened.
In support of economic sectors at the federal level, a financial reserve of 300 billion rubles was created, as well as a guarantee fund for restructuring loans to companies that found themselves in a difficult situation.
In order to ensure stable operation in the real sector of the economy, operational monitoring of the financial and economic activities of enterprises is carried out. Enterprises provide not only actual, but also forecast information, based on which an assessment of the current situation will be made and appropriate decisions will be made.
It is planned to grant an extension of tax payments to industries affected by the worsening situation due to the spread of coronavirus infection. For the purpose of operational monitoring of the economic and social situation, by the order of the Department of the Federal Tax Service of Russia for the Republic of Tatarstan dated March 18, a situational center was created. Similar centers have been created in all territorial tax authorities in the republic.
The Bank of Russia will grant credit organizations the right not to degrade the quality of debt servicing regardless of the assessment of the borrower's financial situation on loans restructured due to the spread of coronavirus infection.
For an operational response in the construction sector, the monitoring of the financial situation of developers and contractors is introduced. In the event of a drop in sales at the primary housing market at the federal level, it is planned to subsidize interest rates on loans under project financing.
In order to support sectors of the economy that are at risk, primarily transport, tourism, culture and sports organizations, the Government of the Russian Federation plans to take a number of additional measures, including compensation for losses and deferral of tax payments.
The plan also provides for a number of measures to support small and medium-sized enterprises. The financial support measure remains most significant. In order to increase the coverage of entrepreneurs with preferential microloans and loans, the Ministry of Economy of the Republic of Tatarstan sent an application to the Ministry of Economic Development of Russia to recapitalize the Entrepreneurship Support Fund and the Guarantee Fund of the Republic of Tatarstan. New support measures are provided for within the framework of subsidies from the Single-Industry Towns Development Fund.
The plan also provides for the introduction of a temporary delay in payment of rental payments by small and medium-sized enterprises - tenants of state or municipal property.
In addition, the Chairman of the Government of the Russian Federation instructed the federal authorities to suspend the appointment of inspections until May 1, 2020, with the exception of inspections, the basis of which is the threat of harm to life and health of citizens, emergencies, as well as inspections that result in the issuance of permits. Midkhat Shagiakhmetov called on regional and municipal control bodies to work out the issue of suspension of inspections.
The plan provides for a number of activities of a system-wide nature: analysis of the effectiveness of state support measures, assessment of threats and risks of shortfalls in the consolidated budget of the Republic of Tatarstan and preparation of relevant proposals.
Rustam Minnikhanov emphasized that this work should be carried out on a daily basis. “Within a week you have to remove problematic issues. If necessary, connect industry ministers, contact the Prime Minister and me. Some issues require federal support. We must have a permanent headquarters. People, the response system - all these points need to be thought out. The same work must be done at the level of each city and municipal district”, said the President of the Republic of Tatarstan.
He called that special attention should to be given to preventive measures in order to prevent the spread of coronavirus infection. “We need to understand the perimeter. It is necessary to clearly monitor who and when returned from abroad. We try to maximally respond to these questions. Today, 3,500 people are in quarantine in the republic. We should continue to work in this direction”, said Rustam Minnikhanov.
At the same time, the President of Tatarstan emphasized that the restrictive measures taken in the republic should not affect the quality of work of state power systems. “Despite the current sanitary and epidemiological situation, all state authorities should work as usual. It shouldn’t be such that our citizen couldn’t contact one or another department”, Rustam Minnikhanov noted.
He also urged the heads of ministries and departments, as well as the heads of municipalities to visit shops, markets and pharmacies to monitor the availability of necessary goods and monitor prices.
