Infrastructural, financial and organizational measures to support business were discussed with Tatarstan entrepreneurs

A round table on “Business Development Institutes. Infrastructural, financial and organizational support measures” was held at the Chamber of Commerce and Industry of the Republic of Tatarstan. The event was organized by the All-Russian organization “Delovaya Rossiya (Business Russia)” together with the Ministry of Economy of the Republic of Tatarstan.Interaction in the format of an open dialogue between government bodies and representatives of the business community contributes to implementation of the country's economic policy, in particular, the National Project on SMEs. During the event, the current mechanisms of state support in the republic, work plans for 2020, as well as changes and new directions in the work of entrepreneurship support institutions were discussed with entrepreneurs.It was possible to discuss the problem points that exist in organizing access to business support measures. As the Deputy Minister of Economy of the Republic of Tatarstan I. Kireyeva noted, entrepreneurs often simply do not know about the current state measures for the development of entrepreneurship. “Despite our efforts, entrepreneurs say that they are not aware of the existing support measures for creating and developing a business. So, in January of this year, an analytical center National Agency for Financial Research, conducted a survey in which 1,000 active entrepreneurs from 80 regions of the country took part. Two-thirds of respondents say they are aware of current state support measures. However, in reality, only 17% of the respondents took advantage of them. Respondents called difficulties in collecting documents among the reasons for the lack of demand for measures”, Kireyeva emphasized.It should be noted that businessmen of Tatarstan are faced with a similar problem to a lesser extent, thanks to the work of the FASTTRACK portal. The portal allows one-window access, without paperwork and personal presence, to access most of the existing financial and non-financial measures to support business.T. Temirgaliyev, representative of the Guarantee Fund, subordinated to the Ministry of Economy of the Republic of Tatarstan, told entrepreneurs that since January 2020, the Guarantee Fund of the Republic has passed to a fixed commission rate on its standard products. Now, the commission for providing guarantees by small and medium-sized enterprises under the loan agreements concluded by them is set at 1% per annum. Previously, it ranged from 0.75 to 1.5%.The rate on bank guarantees until January 2020 ranged from 1.15 to 1.5%, from the current year it is 0.5%. This product is provided to small and medium-sized businesses to participate in tenders, government orders, in advance for the execution of contracts.Another important issue for entrepreneurs was the implementation of measures aimed at reducing administrative barriers in terms of optimizing access to infrastructure networks. So for these purposes, Grid Company has developed a mobile application, the implementation of which is planned in 2020, the application will optimize the filing of applications and increase the transparency of services for technical connection to energy supply networks.In terms of digitalization of services in electronic form, the tab “For Business” was formed for entrepreneurs on the Portal of State and Municipal Services of the Republic of Tatarstan. An online system was developed for selecting sites and determining support measures on the Investment Portal of the Republic of Tatarstan.They reminded entrepreneurs about the work of the “Proverennyi biznes (Verified Business)” web resource. The portal is a knowledge base with practical recommendations for passing checks. As part of the program, the Minister visited the Arsky Industrial Park, where he got acquainted with the current activities and long-term plans of the residents. During the inspection of the production facilities, Midkhat Shagiakhmetov held a substantive discussion with the heads of enterprises on capacity expansion and improving the efficiency of using the existing infrastructure.
Applications for the Start-Digital Technologies-1 competition (turn 2) are being accepted on the website of the Innovation Promotion Foundation until February 24. Individuals and legal entities, small business entities, can participate in it.
