Tatarstan summed up preliminary results of state support to small and medium-sized businesses in 2019

Held today, 27 December, in IA "Tatar-inform" the press-conference with participation of representatives of RT Ministry of economy, subordinate institutions and the Bank "Opening" summed up the preliminary results of implementation of measures of state support of small and medium business in Tatarstan in 2019.

According to the Deputy Director of the Republican Guarantee Fund Rasim Usmanov, this year small and medium-sized businesses were granted 265 guarantees for a total of 1.4 billion rubles. Due to the support of the Fund, entrepreneurs attracted debt financing for 5.0 billion rubles. The number of sureties granted increased by 169% compared to the previous year, and the amount of money issued under sureties increased by 120% by 2018.

Experts acting on the basis of the Guarantee Fund  Unified credit center (UCC) of the RT in the past year have  consulted 817 entrepreneurs. With the assistance of the UCC, 262 loan applications were processed and sent to banks, 31% of them have been approved: the volume of credit funds provided for business development amounted to more than 751 million rubles. In particular, this year, in partnership with "AK Bars" Bank and the "Potok" platform, an online loan with state support was offered for the first time – entrepreneurs could attract up to 3 million rubles to their business at 1.17% per month for 1-2 days, without visiting a Bank branch, providing documents and collateral guarantees. The new product showed high demand from business: SME companies have already received about 50 million rubles of microloans.

Also, the Guarantee Fund together with "Otkritie" Bank issued the first loan secured by intellectual property: the service allowed an entrepreneur to replenish company's working capital through credit and increase its contract base.

"For us, this was the first experience of registration as a pledge of intellectual property," said Regina Khusainova, Deputy Manager for SME at "Otkritie" Bank. – We are ready to meet individual conditions and agree on non-standard solutions for our clients. Working with small and medium-sized businesses is one of the key areas of the Bank, " she said.

"Otkritie" Bank has been cooperating with the Guarantee Fund under the program of providing guarantees to small and medium-sized businesses of the Republic of Tatarstan since June 2014. For 11 months of 2019, "Otkritie" Bank issued 9 loans in the amount of 495 million rubles, under the guarantee of the Garfond for 117.6 million rubles, which corresponds to the fifth place among all partners of the Fund.

Deputy General Director of the Fund Linara Burkhanova told about the most popular measures of state support provided by the business support Fund of the Republic of Tatarstan. According to its data, the number of requests for microfinance has increased significantly in 2019. So, if in 2018, 235 microloans were issued in the amount of 381 million rubles, then this year their number has increased by 1.6 times-only 382 in the amount of 906 million rubles. In monetary terms, the volume of support thus increased by 2.4 times. This figure will be increased: until the end of the current year, it is planned to sign another 28 contracts for microloans for almost 70 million rubles.

Timur Gumerov, the head of the center for the implementation of SME support and development programs in the Republic of Tatarstan, presented the results of the program launched in October this year to subsidize the cost of repayment by entrepreneurs of the interest rate on loans received from Russian banks. Subsidies in the amount of 130.3 million rubles were received by 57 SMEs.

Alena Bazdreva, Deputy General Director of the JSC "Regional leasing company", said that the planned indicators for supporting entrepreneurs were fulfilled by 102% in 2019. Companies of chemical and food industry, agriculture, forestry and fish farming applied for preferential leasing services. Since 2017, the regional leasing company of the Republic of Tatarstan has financed 69 projects worth 2.2 billion rubles. Of these, the Republic of Tatarstan accounts for 41% of the number of financed entities, and for the amount of funding - 62%.

Recall that since the end of October this year, it has become possible to get some services twice as quickly in the format of a single "online window" through the new portal ФАСТТРЕК.РФ, developed by the Ministry of economy of the Republic of Tatarstan together with the"business support Fund". The entire package of documents and application can be downloaded electronically and track the status of their consideration online in your personal account. The number of users of the service has already exceeded seven thousand, applications for this time were submitted by 90 small and medium-sized businesses.
