The Association of clusters and technoparks together with the Ministry of economic development of Russia summed up the III national rating of investment attractiveness of special economic zones of the country. This year 16 SEZs from 14 regions of Russia have been evaluated. The ranking has been held since 2017. Its methodology is based on 28 indicators combined into 6 groups: investment attractiveness of the Russian region; favorable conditions for entrepreneurial activity in the SEZ; provision of SEZ infrastructure; land resources (and capital construction projects); investment (and innovation) activity of SEZ residents; information openness of the SEZ website.
"Alabuga" has become a leader in the group of industrial-production and port-type SEZs. Together with it on top positions of a rating - SEZ "Lipetsk". They are the leaders in the number of attracted residents and the volume of investments. Third place went to the special economic zone "Stupino Square" - Russia's first special economic zone of private ownership, which was established in 2015.
"Each large-scale project to create special economic zones in Tatarstan goes through two key stages – when we invest in the site, work to attract residents, and when the site becomes able to act independently, working for the economy of the region. The annual success of "Alabuga" proves that its importance and effectiveness lie not only within the borders of Tatarstan, it is a strategic object for the entire national economy, a tool to achieve its openness, stimulate economic cooperation, and develop new market forms of free enterprise, " the Minister of the Economy of the RT Farid Abdulganiev said.
Recall, SEZ "Alabuga" also occupied the first lines of the National rating at the end of 2017 and 2018. It accounts for half of the revenue of all special economic zones of Russia and about 80% of the revenue of industrial SEZs. The volume of contributions of residents to the budgets of all levels, taking into account 2019, is 34.4 billion rubles.
According to the Ministry of economic development of Russia, "Alabuga" occupies a leading position in the ranking of the effectiveness of the special economic zones of industrial and technical-innovative type. At the end of 2018 and in General for the period from the beginning of operation in 2006, "Alabuga" was recognized as 100% effective. The assessment reflects the performance of SEZ residents, the profitability of investments of Federal, regional and local budgets in the creation of engineering, transport, social, innovation infrastructure and the activities of the Ministry of economy of the Republic of Tatarstan as a governing body of the SEZ.
In 2019, "Alabuga "entered the global rating of special economic zones of the world Global Free Zones of the Year for the fifth time according to the financial Times group in the categories "Cross-border cooperation"," Academic cooperation" and "Skills development". The rating took into account such indicators as the number of residents and growth dynamics, the number of jobs created.
SEZ "Alabuga" operates under the control of the Ministry of economy of the Republic of Tatarstan and is the largest special economic zone of industrial type in Russia. On the territory of the SEZ in the Elabuga district of the Republic of Tatarstan, 58 residents are currently operating, 32 of them are engaged in industry. 6,8 thousand jobs were created. As of October 1, 2019, the volume of investments mastered by residents of the SEZ "Alabuga" for the entire period of activity amounted to 132.4 billion rubles. The volume of revenue of residents is 465.8 billion rubles.
