SME Corporation held a visiting strategic session in the Republic of Tatarstan

On 21 November, 2019 of the Federal Corporation for development of small and medium enterprises (SME Corporation) with the support of the Ministry of economy of Tatarstan held a strategic session in the Republic of Tatarstan in the framework of which he met with regional leaders and representatives of the business community. Representatives of the SME Corporation held round tables on the topic of state instruments of business support, on the development of agricultural cooperation and the implementation of leasing support measures for small and medium-sized businesses.

General Director of SME Corporation Alexander Braverman, discussing the development of entrepreneurship in the Republic with the head of the region Rustam Minnikhanov, noted that Tatarstan is one of the most dynamically developing regions of the Russian Federation, where small and medium-sized businesses actively use a wide range of state support measures. Thus, within the framework of the national guarantee system, small and medium-sized companies of Tatarstan have managed to attract more than 41 billion rubles of credit financing.

As part of the strategic session, entrepreneurs were presented a new service of the SME Business Navigator Portal "Mirror register of inspections". This mechanism was developed by the SME Corporation together with the Prosecutor General's office, the Ministry of economic development with the participation of Supervisory authorities on behalf of the President of the Russian Federation. The use of the mechanism will enable the entrepreneur to leave a feedback on the results of the audit with the ability to specify violations that, according to the businessman, were made by inspectors during the organization and carrying out checks, with adequate response by the General Prosecutor of the Russian Federation, control and Supervisory authorities on the detected violations. In his speech, Alexander Braverman stressed that the work with Federal control and Supervisory authorities within the framework of the project is ongoing and expressed hope that this practice will continue in Tatarstan.

"The" mirror register of inspections " is a balanced resource that allows businesses to effectively interact with regulatory authorities. We have no task to "demonize" the CCW, on the contrary, we are talking about the formation of an absolutely transparent system of inspections and a constructive dialogue between business and inspectors. Of course, the new resource allows you to report violations committed during the inspection and the corresponding signal will immediately go to the Prosecutor General's office, but another important task that we see is the formation of a database of typical violations. The analysis of these data will allow to generalize a number of violations and to develop step-by-step recommendations for entrepreneurs how to avoid such violations in the future, " Alexander Braverman said.

Rustam Minnikhanov stressed that the new service of the SME Corporation is of great importance for improving the business climate in the country. "This should discipline all of us: and officials, and controlling structures. We must build constructive forms of relations with business, " Rustam Minnikhanov said. He added that weekly Republican meetings address the development of entrepreneurship in the regions of Tatarstan. Once a quarter, large meetings with business are held, the results of which have already been initiated changes in Federal and Republican regulations governing business activities. "But as soon as the scheme of work of control and Supervisory bodies becomes clear-it will be a big victory. I wish you success. Our Republic will be actively involved in this project, " Rustam Minnikhanov said.

The "mirror audit register" is available on the SME Business Navigator portal from mid-October 2019. In total, more than 43 thousand entrepreneurs of Tatarstan use the SME Business Navigator portal.

The SME Business Navigator portal is part of the Russia – country of opportunities platform, created by the decree of Russian President Vladimir Putin on may 22, 2018, as an aggregator of educational, personnel and social projects that contribute to the self-realization of citizens and the promotion of useful public initiatives.

Representatives of the SME Corporation took part in the presentation of six new investment projects planned for implementation in the Republic of Tatarstan. These projects can be financially supported by the Corporation. So, the company "Microfiber" plans to create a plant. Projects of modernization of production and launch of new products will be presented by "SHP "Tatarstan", "Agryz MK", "TD "Fereks" "LMR PLAST" and PC "Volga".

The head of the SME Corporation noted that the total volume of investments in these projects could amount to more than 2.4 billion rubles, and also stressed that within the framework of these business plans it is envisaged to create more than 330 new jobs.

Representatives of the SME Corporation held a round table, where they discussed the participation of small and medium-sized businesses in procurement from major customers in accordance with Law No. 223-FZ. To date, about 4.9 thousand SMEs registered in the Republic of Tatarstan have become suppliers of works and services for the largest customers totaling more than 200 billion rubles.

According to the RT Minister of economy Farid Abdulganiev, such meetings of government and business are organized by the Ministry of economy on a regular basis and are part of the strategy for the implementation of national projects in the field of entrepreneurship. "We are building a dialogue with the business community of the Republic in order to learn about the existing needs directly from SME companies and offer them in response to really popular support programs. Bilateral meetings allow to increase the level of loyalty of business to the authorities and improve the economic conditions in the region. This applies to both financial support measures and the creation of the necessary infrastructure for business development, including digital. This year, Tatarstan launched a number of digital resources that facilitate and accelerate the process of interaction between entrepreneurs and government agencies and business representatives-among themselves, " Farid Abdulganiev said.
