Tatarstan experience of working with self-employed people presented at the V business forum of the SCO and BRICS countries

More than 30 thousand citizens of Tatarstan have registered as self-employed and work for themselves. The new tax regime was introduced in 2019 in 4 regions of Russia-Moscow, Moscow and Kaluga regions and the Republic of Tatarstan. The whole country is watching the tax experiment with interest. Since the beginning of 2020, each region of the Russian Federation has the right to introduce it on its territory.

Minister of economy of the Republic of Tatarstan Farid Abdulganiev told today about measures to support the self-employed and promote the new tax regime at the V business forum of the SCO and BRICS countries.

"The forum has established itself as an authoritative business platform for building a dialogue between the business community and government officials of the BRICS and SCO countries. For the Republic of Tatarstan as a region of Russia with an efficient economy, the exchange of experience in creating a favorable business climate for entrepreneurs, investments in their business and marketing education is of particular value," said Farid Abdulganiev, speaking at the section called "Family entrepreneurship as a driver of economic development of the SCO and BRICS member countries".

Tatarstan has all conditions for business development: various support measures are being implemented in the form of soft loans and microloans, guarantees and support for export transactions, infrastructure in the form of industrial parks and industrial sites has been created, educational and information measures to support entrepreneurs have been developed. In 2019 alone, nearly 2 billion rubles will be allocated to support small businesses in Tatarstan, which is 30 times more than a year earlier. Today, Tatarstan is the leader among Russian regions in this indicator.

But Tatarstan made a special emphasis in 2019 on supporting a new category of entrepreneurs – self-employed, the Minister noted. Work on the implementation of the pilot project in Tatarstan is under the personal control of the President of the Republic of Tatarstan Rustam Minnikhanov and is coordinated by the Republican Interdepartmental headquarters under the Cabinet of Ministers of the Republic of Tatarstan, whose tasks include the development of strategies and mechanisms for the implementation of this tax regime, as well as improving the legal framework.

The largest regional Bank "AK BARS" connected to the partners of the FTS platform "My tax" and implemented in the mobile application AK bars Online services for the self-employed, "AK BARS STRAHOVANIE" has developed a program of insurance of the self-employed, providing reimbursement of the costs of self-employed on sick leave and legal support.

The Internet portal "Proven business", launched on the initiative of the Ministry of economy of Tatarstan, began to provide free advice to the self-employed on the application of the new tax regime. Residents of not only the Republic of Tatarstan, but also other regions of Russia regularly apply to the hotline of "Proven business". At the beginning of September, "Proven business" provided self-employed more than 1.3 thousand consultations.

Another project of the Department-online aggregator "Exchange platform of the Republic of Tatarstan" - launched a special section  named "Self-Employed", providing entrepreneurs with access to a guaranteed market of supplies, works and services. This platform has a wide audience of customers, can significantly facilitate the process of finding customers for small and medium-sized businesses. The first self-employed successfully concluded a state contract on the stock exchange in early July. Today, 128 positions are offered for the self-employed on the exchange.

Much attention is paid to the information campaign: the project "Self-employed in the Republic of Tatarstan" in social networks started in early September and involves three stages, in which citizens will talk about the risks of doing illegal activities, give advice on registration and work in the app "My tax" in the form of infographics, instructions, studies, and videos. Coverage of the information campaign is projected at 2.81 million users.

In November 2019, the Ministry of economy together with Google Russia will hold an educational offline event for more than 1 thousand self-employed citizens.

"As Tatarstan President Rustam Minnikhanov noted in his address: "The status of self-employed is a good start for business development, as well as an opportunity to enter the legal field, get legal income and form a good credit history," the Minister reminded. "We will continue the information campaign to implement systemic measures to support self-employed citizens."

The jubilee V Forum of small and medium-sized businesses of the SCO and BRICS member countries is held on September 26-27 in Ufa. It is expected that the Forum will be attended by 2.5 thousand delegates from 30 countries, including leading businessmen and representatives of business associations, authorities and development institutions. The Republic is represented at the Forum by a delegation headed by Minister of economy Farid Abdulganiev. The Minister also oversees the work of the collective stand of Tatarstan at the International exhibition of small and medium-sized businesses of the regions, which opened today as part of the forum.
