The Ministry of economy discussed intellectual property

Tatarstan is considering becoming a pilot region for capitalization of intellectual property.

Today, the Ministry of economy of the Republic of Tatarstan discussed the valuation of intellectual property rights. The participants considered the problems and ways of development of the intellectual property market and its capitalization.

The discussion was attended by the deputy economy minister Indira Kireev, the adviser of the Center for international cooperation, FSBI "Federal Institute of industrial property" Daria Shipitsyn, deputy director of the nonprofit organization "Guarantee fund of the Republic of Tatarstan" Ilnur Siraev and representatives of banks and valuation organizations of the Republic of Tatarstan. Also, the head of the Committee for the development of intangible assets of the machine building cluster of the Republic of Tatarstan, Director of "CORA-Universal" Evgeny Kogan shared his experience in attracting intangible assets as collateral for lending.

The issues of financial support for companies with a portfolio of intellectual property rights are included in the national project "Small and medium-sized enterprises and support for individual entrepreneurial initiative" within the framework of which a resolution of the Government of the Russian Federation "On approval of the Rules for granting subsidies from the Federal budget to small and medium-sized businesses for reimbursement of costs associated with obtaining loans secured by intellectual property rights" was adopted. The mechanism was developed by the Ministry of economic development of the Russian Federation together with the SME Corporation and involves reimbursement of costs for payment of remuneration for the guarantee and payment of part of the interest for the applicant with a loan agreement with the value of intellectual property of at least 50% of the total amount of the collateral.

However, the mechanism of financial support for companies with a portfolio of intellectual property rights has not yet been established.

According to the deputy minister of economy of the Republic of Tatarstan Indira Kireev, one of the obstacles is that most credit managers lack experience and understanding of how to work with intellectual property rights.

For the development of such lending, banks should have a large flow of projects in a certain technological sphere and form competences in the evaluation of collateral for such projects. A liquid market of these assets should be formed. However, such "ideal" conditions do not exist yet.

What work is being done in this direction told the management of the Guarantee Fund of the Republic of Tatarstan. Last year, the Fund started working with entrepreneurs generating income from their patents and developed the program "Industrial development". The program applies to residents of industrial parks, industrial sites, technoparks, special economic zones, PSEDAs and small and medium-sized businesses that attract debt financing secured by intellectual property.
 

 "I want to encourage enterprises and credit organizations to work together with us and colleagues from the Ministry of economic development of Russia and Rospatent. The Republic of Tatarstan should act as a pilot region in the development of this important area of the economy of the future and use all possible measures of support, including those related to the capitalization of intellectual property", said Indira Kireev.

Tatarstan was the first of the Russian regions to sign a trilateral agreement with the Ministry of economic development of Russia and Rospatent on cooperation in support of the development of intellectual property in the Republic of Tatarstan.

The Republic of Tatarstan implements the only sub programme in Russia "Development of the intellectual property market, aimed at the development of state policy in the field of intellectual property, improving the management of rights to the results of intellectual activity, ensuring the transfer of technology and stimulating inventive activity in the Republic.

The results of the activities carried out under the Subprogram were the increase in the number of applications for all intellectual property objects in the Republic in 2018. The number of applications for inventions increased by 5.5%, for utility models – by 13%, for industrial designs – by 3.7%, for trademarks – by 34%.

According to the results of the work carried out, Tatarstan retained the 1st place among the regions-members of the Association of innovative regions of Russia in the rating of innovative development of the regions of the Russian Federation in 2018.
