“Industrial parks are promising “points of growth” for our economy. Today, 10% of all industrial parks in Russia are located in Tatarstan, more than 30% of residents across the country are registered in the republic, Tatarstan’s Minister of Economy Farid Abdulganiyev told reporters during a press tour to the Sokury and Tyulyachi industrial parks. - We are planning to increase the number of industrial sites and parks to 100. Today there are government support measures for management companies and residents of industrial parks. The Ministry of Economy of Tatarstan provides assistance in attracting federal and republican investments in the development of industrial park infrastructure”.
Today in Tatarstan, there are 85 infrastructure facilities, including 71 industrial sites and 14 industrial parks. They created more than 26 thousand jobs (in 2017 - 24.4 thousand, an increase of 9%). The volume of production in 2018 increased by 12.4% and amounted to more than 143 billion rubles. Among the major infrastructure facilities are two special economic zones “Alabuga” and “Innopolis”; Technopolis “Himgrad”, Kama industrial park “Master”, Agro-industrial park “Kazan”.
Support measures have been developed for residents of industrial sites. One of the main subsidies is the interest rate on loans. Its uniqueness lies in the fact that all costs associated with paying interest on loans attracted from Russian credit institutions are reimbursed. At the same time, the loan agreement must be concluded no earlier than January 1, 2017, and the interest on the loan cannot exceed the weighted average interest rate calculated by the Central Bank of Russia.
Subsidies can be obtained by the management companies and residents of industrial sites accredited by the Ministry of Economy of Tatarstan. Loans can be directed to construction, reconstruction of the engineering infrastructure of the site and to purchase of equipment. The maximum subsidy per recipient is 5 million rubles a year.
In addition, by decision of the executive committees of municipal districts, residents of industrial sites may have reduced (eliminated) land tax and rents.
In 2019, the Republic of Tatarstan will receive 543 million rubles as part of the federal project “Acceleration of small and medium-sized businesses” for the construction and development of three industrial parks - the second stage of the first stage of the industrial park “Tyulyachi”, the third stage of the industrial park “Khimgrad” and the first queues of the industrial park “Saba”. Construction work at Tyulyachi and Saba is planned to be completed in the first quarter of 2020, in Khimgrad - in the first quarter of 2021, funding will continue in 2020.
In 2018-2019, 409.7 million rubles were also allocated from the republican budget for the construction of industrial parks Arskiy, Buinsk, Urussu in three municipal districts of the republic. For Buinskiy and Yutazinskiy districts, these will be the first infrastructure facilities, and in Arskiy district, where three industrial sites of municipal level have already been created, the first large industrial park will appear.
Thus, a resident of Fish LLC will be located on the territory of Buinsk with a fish processing industry of up to 10 tons of finished products per day. The complex is designed taking into account the directives and requirements of the European Union, which will greatly facilitate access to the European market. The complex will not only provide the inhabitants of the republic with fish products, but also create more than a hundred jobs in the district.
By 2025, over 1 thousand jobs will be created on the territory of the new industrial sites: “Buinsk”, “Arskiy”, “Urussu” and “Saba”, the total amount of private investment will exceed 2 billion rubles.
