Intellectual Property Rights Subsidy

The Ministry of Economic Development of the Russian Federation provides subsidies from the federal budget to small and medium-sized businesses on the security of intellectual property rights.

The subsidy is granted to small and medium-sized businesses operating in one or more industries or priority economic activities (manufacturing, agriculture, electricity, gas and water production and distribution, information and communication, health care, education, scientific and technical activities, tourism industry).

Subjects of small and medium-sized businesses can receive a subsidy once a year for the reimbursement of actually incurred and documented expenses for the payment of remuneration for the provision of an independent guarantee on loan agreements and interest payments.

From 2019 to 2024, the Government of the Russian Federation plans to allocate 31 billion rubles for lending to small and medium-sized businesses on the security of intellectual property rights. This is stated in the passport of the national project of SMEs.

The passport of the national project states that 1 billion rubles out of 31 billion rubles will be allocated in 2019, in 2020 - 2 billion rubles, in 2021 - 4 billion rubles, in 2022 - 6 billion rubles, in 2023 - 8 billion rubles, in 2024 - 10 billion rubles.

The national project “SMEs and Support for Individual Entrepreneurial Initiatives” was developed by the Ministry of Economic Development of the Russian Federation to achieve the goals set by the President of Russia in a May decree; they must be achieved before 2024. The structure of the national project includes five federal projects: “Improving the business environment”, “Expanding the access of SMEs to financial resources, including preferential financing”, “Acceleration of small and medium-sized businesses”, “Creating a system of supporting farmers and developing rural cooperation” and “Promotion of entrepreneurship”.
