On April 23, 2019, the infrastructure for supporting social innovations was discussed at a meeting of the Council for Development of Social Innovations of the Constituent Entities of the Russian Federation. The Minister of Economy of the Republic of Tatarstan Farid Abdulganiyev told about the level of development of non-profit organizations in Tatarstan at the meeting.
The meeting was chaired by Galina Karelova, Deputy Chairman of the Federation Council of the Federal Assembly of the Russian Federation. Artem Shadrin, Director of the Strategic Development and Innovations Department of the Ministry of Economic Development of Russia, Ilya Chukalin, General Director of the Presidential Grants Fund, Natalia Polushkina, Vice President and Executive Director of the Cluster of Biological and Medical Technologies of the Skolkovo Fund, Deputy Director of the Roscongress Fund, and others participated in the event.
“Tatarstan occupies one of the leading positions in Russia in the number of registered non-profit organizations. Growth is observed, in particular, due to introduction of new support measures in the republic. One of them is the program for entering the register of social service providers. It helps citizens to get trained and create NPOs to provide social services to the population. There are no analogs of such a program in Russia yet, but we will be happy to share this successful practice with other regions in order to popularize such an important direction in business”, said Farid Abdulganiyev, Minister of Economy, in his speech.
Among the innovations, the speaker noted the holding of a charity festival of non-profit organizations “Social Fair”. This is a public non-state platform of alternative social services, aimed at development of social partnership of society, government and business. A non-profit organization creates a sales proposal, and business representatives have the opportunity to purchase relevant services or goods.
The mechanisms discussed at the meeting to improve the availability and quality of social services, as well as development of public-private partnerships and social entrepreneurship will be developed within the framework of the Third Regional Social Innovation Forum, which will be held on June 19-21, 2019 in Moscow.

Currently there are 3 inter-municipal resource centers in the Republic of Tatarstan.
Awards of the Tatarstan President for contributions to development of civil society institutions have been established annually since 2015 to encourage civil initiatives in the republic. In 2018, the total fund amounted to 2.7 million rubles.
In addition, the main priorities for development of civil society institutions are included in the Strategy for Social and Economic Development of the Republic of Tatarstan until 2030. An important role here is given to non-profit organizations. NPOs of the republic are involved in development of strategic planning documents and their implementation.
Last year, financial support was received by 366 non-profit organizations, which received grants amounting to 2.3 billion rubles.
In 2017-2018, the Presidential Grants Foundation supported Tatarstan SONPO for 314 million rubles, thanks to which more than 200 socially significant projects were implemented.
The total amount of funding for the SONPO support program for 2014-2021 is 2.4 billion rubles, where 1.9 billion rubles from the budget of the Republic of Tatarstan.
