President of the Republic of Tatarstan Rustam Minnikhanov made a working visit to Moscow. During the visit, he took part in a meeting of the presidium of the Presidential Council on Strategic Development and National Projects.
The meeting was held by the Prime Minister of the Russian Federation Dmitry Medvedev. The topic of the agenda is about the national project “Small and medium-sized businesses and support for individual entrepreneurial initiatives”.
Today, there are about 6 million small enterprises in the country, which provide more than 19 million jobs. The contribution of small and medium enterprises to the gross product is estimated at 22%. The Head of the Government of the Russian Federation noted that currently the task was to increase the share of SMEs in the economy, reaching a level comparable to that in developed countries. For this, the number of enterprises, the volume of their services and products must be multiplied to ensure that small business is attractive enough.
“The national project should work for these purposes. Its budget is nearly half a trillion rubles. It includes five federal projects, they focus on improving business conditions and expanding the access of small and medium-sized enterprises to financial resources, including preferential loans”, said Dmitry Medvedev.
Almost all regions of the national project have concluded agreements on provision of subsidies to support small and medium-sized businesses. We are talking about the amount of over 25 billion rubles for the current year. Regions can already finance activities that are planned for this project.
The Prime Minister of Russia recalled that this year a pilot project was launched on a special tax regime for self-employed citizens. With an income of no more than 200 thousand rubles a month, they can pay 4% tax when working with individuals, 6% with legal entities through a mobile application. The project started in four regions - Moscow, Moscow and Kaluga regions and Tatarstan. About 50 thousand people have already registered. If the project will be in demand, then its action is planned to extend to the entire territory of the country.
“We are working on legislation in the field of social entrepreneurship. This bill passed the first reading in the Duma. Such companies should receive government support. Also within the framework of the national project, it is planned to expand the access of small and medium-sized companies to financial resources, including preferential lending”, said Dmitry Medvedev.
In the Republic of Tatarstan, in the framework of the national project “Small and medium-sized businesses and support for individual entrepreneurial initiatives”, five regional projects were approved:
- Improving the business environment;
- Acceleration of small and medium-sized businesses of the Republic of Tatarstan;
- Expanded access of SMEs of the Republic of Tatarstan to financial support, including concessional financing;
- Creation of a support system for farmers and development of rural cooperation;
- Promotion of entrepreneurship.
