At the plenary session the State Duma adopted at the first reading amendments to the Law “On Development of Small and Medium-Sized Businesses in the Russian Federation” in terms of consolidating the concepts of “social entrepreneurship” and “social enterprise”.
In the draft law, social entrepreneurship is singled out as a separate priority area of activity for small and medium-sized businesses, the concept of “social enterprise”, forms and types of support for social enterprises are defined.
The priority support measure is to ensure the availability of infrastructure facilities in the regions, on the basis of which business entities operating in the field of social entrepreneurship will be able to receive comprehensive support.
On the same day, parliamentary hearings on topic: “Legislative support for development of social entrepreneurship in the Russian Federation” took place. The event was attended by the First Deputy Minister of Economy of the Republic of Tatarstan - Director of the Department for Development of Entrepreneurship and Competition - Rustem Sibgatullin and Head of the Center for Social Innovations (Resource Center for SO NPO) of the Entrepreneurship Support Fund of the Republic of Tatarstan - Anton Dyganov. More than 30 speakers spoke at the event, most of whom were in favor of the need to finalize and work out the draft law for the second reading.
