Amendments to the Federal Law on Strategic Planning were approved

Draft federal law No. 439861-7 “On Amendments to the Federal Law “On Strategic Planning in the Russian Federation” was recommended for adoption in the second reading at the meeting of the State Duma Committee on Federal Structure and Local Government Issues.

The draft law provides for the specification of strategic planning at the level of municipalities.

Currently, there are no clear requirements in the Federal Law for strategic planning documents developed at the municipal level. Local governments do not have specific targets and guidelines for developing their own acts. In such conditions, the contingency of strategic planning documents of different levels cannot be fully ensured.

The draft law will allow to eliminate these problems and improve the quality of strategic documents developed by local governments. The draft federal law also fixes the norm of independent decision-making by the local government on nomenclature and volume of the developed strategic planning documents at the local level.

In the absence of clear requirements in the republic for strategic planning documents developed at the municipal level, in 2015, the order of the Ministry of Economy (No. 534 dated December 18, 2015) approved guidelines for strategic planning at the level of municipalities of the Republic of Tatarstan.

Based on these recommendations, in 2016, centralized work was carried out to develop and approve long-term socio-economic development strategies in all 45 municipalities. Municipal strategies of the republic for three years (2016 - 2018) took the first places in federal strategic planning competitions.
