Results of work on attracting funds of the federal budget to the economy of the republic have been summed up
Today the Cabinet of Ministers of the Republic held a meeting with members of the Council of Federation and deputies of the State Duma of the Federal Assembly of the Russian Federation elected from Tatarstan. The meeting was headed by the Chairman of the State Council Farid Mukhametshin. The event was held with participation of the Prime Minister of the Republic Aleksei Pesoshin. The Minister of Economy of the Republic of Tatarstan, Farid Abdulganiev, took part in the meeting, the main topic of which was the issue of attracting federal budget funds to the economy of the republic and participation of Tatarstan in federal target programs.
In 2018, it was possible to attract 117.5 billion rubles to the economy of the republic from various sources, that is 30% more than in 2017. 115.9 billion rubles, or 98.6% of the limit approved by the republic, was actually received for implementation of projects. Tatarstan was represented in 25 state and nine federal targeted programs. The Chairman of the State Council considers the model of interaction of the Tatarstan deputation with sectoral ministries and departments effective in the republic because it “brings its results”, helps to raise funds for modernization of infrastructure, development of priority areas of the economy and social sphere. “All tasks set by the President of the Republic last year were exceeded”, the Head of Parliament concluded, summing up the results of joint work. Additional support for development of regions, as the Head of Parliament of the republic believes, will be national projects from this year. In the next six years, priorities in state policy will be reflected in 13 directions. In general, for the 2019-2021 years the federal budget provides 5.7 trillion rubles for implementation of national projects, about 40% goes to the regions. Part of the state support will be carried out on a competitive basis. Farid Mukhametshin called for using all opportunities to increase the volume of federal funding. In addition, according to the Chairman of the State Council, it is required to decide on the amount of funds allocated for co-financing projects. Participation of Tatarstan in national projects will now also be supervised by working groups established with participation of parliamentarians elected from the republic. “There remains the task of trilateral cooperation between deputies of the State Duma, the State Council and representative bodies of local self-government”, the Head of Parliament appealed to his colleagues, - besides, I ask you to keep all our legislative initiatives under special control. Currently five federal draft laws initiated by the republic are under various stages of consideration in the State Duma".
As the Minister of Economy of the Republic, Farid Abdulganiev, noted, last year the most funds from the federal budget were used in development of industry and education, transport and road infrastructure, national economy and the agro-industrial complex. For 2019, Tatarstan has already filed applications for 43.7 billion rubles, the approved limit was 33.1 billion rubles. “We expect an increase in these funds on the basis of participation in 2019 in competitions held by federal ministries, state corporations and development institutions,” said the Minister of Economy of the Republic. As for participation of Tatarstan in national projects, Farid Abdulganiev recalled that today in Tatarstan 47 regional projects have been developed, affecting the sectors of the economy and social sphere. In the next three years, 34.3 billion rubles will be allocated from the federal budget for their implementation. “Our task is to take the most active part in their implementation, and also not to forget about the possibility of attracting additional federal funding during budget adjustments”, he stressed.
Summing up the meeting, the Prime Minister of the Republic Aleksey Pesoshin noted that the past year was successful for the republic. Last year, the volume of GRP amounted to 2 trillion 420.9 billion rubles, industrial production index - 102%, investment volume - 668.9 billion rubles. The republic managed to fulfill all budget commitments in the framework of the “May” decrees of the President of Russia. Socially significant expenditures made up about 70% of the budget. In general, only by joint efforts it is possible to defend interests of the republic and get support of the federal center in implementation of socially significant projects. In this regard, Aleksei Pesoshin called to "intensify the work".
