Results of measures to improve the investment climate in the Republic of Tatarstan in 2018 were discussed today at "Tatar-Inform" Information Agency
Today, the press conference on topic “On results of measures to improve the investment climate in the Republic of Tatarstan in 2018” was held at the “Tatar-Inform” IA. Acting. Deputy Minister of Economy Indira Kireyeva answered the journalists' questions.
She noted that in 2018, work was carried out to optimize the receipt of state and municipal services in electronic form.
“For Business” tab was created on the State and Municipal Services Portal of the Republic of Tatarstan, in order to simplify the search for services for entrepreneurs;
an Internet portal with an interactive gas distribution network map was developed and implemented, entrepreneurs have the opportunity to track the status of an application for technological connection to gas distribution networks online through the personal offices of Gazprom Transgaz Kazan OOO;
large-scale work of “Grid Company” OAO to increase consumer awareness of possibility of obtaining services online was continued. The share of applications for technological connection to power grids submitted through a personal account on the website of “Grid Company” OAO was increased from 14.75% to 75.7%.
“Another process has become more convenient - the opportunity to conclude an energy supply contract before the completion of process of technological connection has been implemented. Now the conclusion of a power supply contract is carried out in parallel with the procedure for technological connection without a visit by the applicant to the power sales organization”, the Acting Deputy Minister of Economy said. - Updates have occurred on the Investment portal of the Republic of Tatarstan. In 2018, the portal was viewed by over 28,000 unique users from more than 140 countries around the world”.
In the section “Business Guide” of the Investment Portal the following services are implemented:
- “Online system for investors” to search for investment sites, buildings and land plots with the ability to view the provided state support measures;
- “Support Measures” for selection of state support measures according to different criteria;
- Feedback forms for sending applications on intention to implement an investment project, requests for information on availability of state support measures, appeals to the President of the Republic of Tatarstan.
In terms of shortening the time frame for providing services, Indira Kireyeva noted:
- reduction of the “run-up” of terms for provision of services by the municipalities of Tatarstan on preparation and issuance of urban development plans for land plots. Now this procedure can be carried out in 11 working days;
- the actual period of rendering the service for issuing a building permit became 6 business days;
- in part of technical connection to electricity networks, the average actual duration of this service by “Grid Company” OAO was reduced from 49.4 to 20.8 days, with a standard value of 90 days;
- state registration of legal entities is carried out by the Office of the Federal Tax Service of Russia for the Republic of Tatarstan in a period of not more than 3 business days from the date of submission of documents to the registering authority.
“A separate area of work on interaction with the business community is conducting training programs, as well as popularizing of measures taken in the country to improve the business environment”, the speaker said. For entrepreneurs, “Perezagruzka” and “Perezagruzka 2.0” forums, 8 trainings of the SME Corporation, the “Alphabet of Entrepreneur”, “Mother-Entrepreneur”, “School of Entrepreneurship” projects, round tables “Business Descent”, educational courses “Entrepreneurship Factory”, contest “Entrepreneur of the Year. Golden Hundred" and a number of other events were held.
Work on financial support for small and medium-sized businesses was strengthened. The Guarantee Fund of the Republic of Tatarstan launched a unified credit center. It gives entrepreneurs the opportunity to apply for raising debt financing online, choose the best loan product, get information about preferential loan and leasing programs implemented in the republic, get help in generating a package of documents for obtaining a loan in any financial institution represented in the Republic of Tatarstan. Special products “Industrial development” and “Entrepreneurship in the countryside” have been developed. Entrepreneurship Support Fund issued 193 microloans in the amount of 328 million rubles, and also 14 entrepreneurs used the factoring service.
Indira Kireyeva stressed that work on improving the investment climate in the Republic of Tatarstan will be continued in 2019.
