In 2018, thanks to development institutions of the Republic of Tatarstan, small and medium-sized businesses managed to attract 11 billion rubles of concessional financial resources. This was reported today at a press conference in "Tatar-Inform" Information Agency. First Deputy Minister of Economy of the Republic of Tatarstan - Director of the Department for Development of Entrepreneurship and Competition, Rustem Sibgatullin and Director of the Guarantee Fund of the Republic of Tatarstan, Timur Temirgaliev, answered the journalists' questions.

“The current loan portfolio of a microfinance organization is 650 million rubles. As of today, more than 1,200 loans have been issued for 1.6 billion rubles, including 193 microloans amounting to more than 320 million rubles in 2018”, said Rustem Sibgatullin. “This year we have reduced the interest rate to 7.5%, and also expanded the list of activities, now businessmen working in the sphere of trade can apply for microloans”.

For suppliers of products, there is a "Factoring" program - the direction of financial support on a deferred payment. Factoring was used by 16 business entities by 46 debtors. The total amount of clients' debt (portfolio) is 294.8 million rubles. The amount of financing paid as of December 27 amounted to 876.9 million rubles.

This year, the Guarantee Fund reached a record level of the amount of issued guarantees for the year. “In 2018, guarantees of more than 1.0 billion rubles were granted, which allowed small and medium-sized businesses to attract 4.1 billion rubles of debt financing”, - Timur Temirgaliev reported.

To support important sectors of the economy, preferential programs were introduced:

- “Industrial Development” (for residents of industrial parks and sites, technology parks, special economic zones, TASED and SMEs who attract debt financing secured by intellectual property),

- “Entrepreneurship in countryside” (for entrepreneurs operating in rural areas (Peasant Farm Enterprises, Individual Entrepreneurs, cooperatives).

- “Bridge of Opportunities” (a mechanism worked out with one of the largest federal banks for speeding up document circulation and data exchange through special channels, which allows us to consider applications for provision of guarantees within one working day).

Since September 2018, the Unified Credit Center began to function on the basis of the Guarantee Fund of RT. It gives entrepreneurs the opportunity to submit an online application to raise debt financing, choose the best loan product, get information about preferential loan and leasing programs implemented in the country, get help in generating a package of documents for obtaining a loan in any financial institution represented in the Republic of Tatarstan. In 2018, 106 applications for funding were received by the Unified Credit Center, 74 applications were sent to financial institutions, 19 applications for the total amount of 1.1 billion rubles have been approved by the Banks at the moment.

Rustem Sibgatullin noted that 85 entrepreneurs used another program of financial support LEASING-GRANT, signed leasing agreements for more than 929 million rubles. They received support in the amount of 150 million rubles.

9 SMEs benefited from the “% Rate Subsidy” program, within which all costs associated with paying interest on loans taken from Russian credit institutions are reimbursed. Program participants received grants totaling 35 million rubles.

The First Deputy Minister of Economy noted that a year ago the first Regional Leasing Company in Russia was opened in Tatarstan, which allows leasing equipment on conditions. In 2018, the RLC approved 31 projects for the amount of more than 1.16 billion rubles.
