Today, Farid Abdulganiev spoke about implementation of anti-corruption policy
Today the government of Tatarstan spoke about implementation of anti-corruption policy at a briefing in the Tatar-inform Information Agency. The Minister of Economy of Tatarstan, Farid Abdulganiev, stressed that corruption is a barrier to formation of a competitive economy, to reduction of poverty, an increase in well-being of citizens, formation of a strong civil society. Countering this phenomenon requires systemic measures and is a particularly urgent task, without addressing which it is impossible to create favorable conditions for economic development, to ensure healthy competition and implementation of large investment projects. According to him, corruption risks are inherent in almost all areas of economic and management activities, including implementation of programs to support small and medium-sized businesses, as well as implementation of procurement carried out using budgetary funds.
All possible measures are being taken to prevent them in the Republic of Tatarstan. Thus, a Center for Public Control in the Sphere of State and Municipal Administration of the Republic of Tatarstan was created under the Public Chamber of the Republic of Tatarstan. It will act as coordinator of activities of subjects of public control in the Republic of Tatarstan in terms of formation and development of civil justice, ensuring transparency and openness of activities of state bodies, local governments, formation of intolerance to corruption in all its manifestations in the society. In 2018, in the Republic of Tatarstan, the Center for Public Procedures “Business against Corruption” was created to combat corruption pressure on business and corporate raid, the main task of which is to protect entrepreneurs from corruption by the authorities, as well as illegal criminal prosecution.
In order to prevent the occurrence, detection, and elimination of corruption risks, the Ministry’s order approved the departmental program “Implementation of anti-corruption policy in the Ministry of Economy of the Republic of Tatarstan for 2015-2020”. To reduce corruption in the work of the authorities and simplify the procedure for submitting applications for the LEASING-GRANT, Development of microloan provision mechanisms, services are available on the State and Municipal Services Portal of the Republic of Tatarstan, where you can submit documents electronically, including for the initial check. The procedure for verifying applications of small and medium-sized businesses of the Republic of Tatarstan was detailed, including a procedure for internal coordination between the structural units of the State Public Institution “Center for Implementation of Business Support and Development Programs of the Republic of Tatarstan”, and administrative regulations were approved.
A system of interdepartmental cooperation has been developed, thanks to which entrepreneurs have the right not to provide part of the documents (certificate from the tax authority on fulfillment of obligation to pay taxes; an extract from the Register; an extract from the unified register of SMEs; information on the average number of employees; an extract from the Register).
In order to open the procurement procedures, the Ministry publishes the schedule of placing orders on the information and telecommunication “Internet” network on the official website of the Ministry in a timely manner.
In order to ensure the openness of policy for development of small and medium-sized businesses in the republic, the meetings of the commissions in the framework of the implementation of state support measures are held in the form of video broadcasting in information and telecommunication network “Internet”.
Minister Farid Abdulganiev noted that in terms of increasing business activity and reducing administrative pressure on business, the Ministry of Economy is conducting a series of business training seminars promoting business activities, in the municipalities of the republic. The Ministry also accepts appeals from citizens in the state information system of the Republic of Tatarstan "People's Control" in the category of "corruption in the sphere of entrepreneurship".
The Ministry has a Telephone ((843) 524-91-91, 524-19-19) and a Box of Trust, which serve as an additional channel of communication with citizens and organizations and are created to promptly respond to possible corruption manifestations in the activities of the Ministry, as well as ensuring protection of rights and legitimate interests of citizens.
Another area supervised by the Ministry is the work of multifunctional centers providing state and municipal services (MFC, My Documents offices). The MFC was established to provide citizens and legal entities with the opportunity to receive state services on the principle of “one window”, provides counseling to applicants, accepts and issues documents to services, and also represents interests of citizens with government bodies.
Therefore, it is a qualified intermediary between the applicant and the authority, which excludes interaction with officials and reduces corruption risks in the course of providing state and municipal services.
Today, in the Republic of Tatarstan, a wide network of MFC centers has been established, which function in each municipal district and urban district of the Republic of Tatarstan. Also, to get feedback from entrepreneurs in all offices of the MFC and the MFC for business, the “Write to the Minister” service is functioning. The Minister also noted the work of the Internet resource “Proverennyi Business”, which was created for entrepreneurs, first of all, as a knowledge base containing practical recommendations for passing audits.
