Rustam Minnikhanov: “Each municipality must understand that we live and develop within the framework of the Strategy-2030. Scheduled plans must be implemented”

Plans outlined in the Strategy must be fully implemented. This task was set today by the President of Tatarstan, Rustam Minnikhanov, at a strategic session. The Cabinet of Ministers today summed up the interim results of implementation of the Strategy - 2030. The President instructed to strengthen work in the field of innovative development, digitalization and to attract foreign investment. The ministries, departments, and municipalities have to activate themselves. “In your work you should achieve better results”, the President stressed. He also notes that now the strategy is being adjusted. The “May” Decree of the President of Russia is taken as a basis. Rustam Minnikhanov said that today issues regarding the implementation of large investment projects are being considered at the level of the First Deputy Prime Minister of the Russian Federation - Minister of Finance, Anton Siluanov. For this reason, the Minister of Economy of Tatarstan, Farid Abdulganiev is in Moscow today. “The Ministry of Finance of Russia is placing big stakes on you (Tatarstan)”, Yaroslav Kuzminov, Founder and Rector of the National Research University “Higher School of Economics”, emphasized in his speech. He said that following the adoption of the “May” Decree and the definition of areas of national projects, many constituent entities of the Federation are currently reviewing their regional strategies. “In this sense, Tatarstan can be commended”, noted Kuzminov, - since the “cosmetic” changes are coming to the Strategy. It initially corresponded to the national development goals”. According to the Rector, there is a strong, stable and professional managerial elite in Tatarstan. Better business opportunity, low risks. In recent years, the growth rate of the GRP of Tatarstan has consistently exceeded the average Russian, he said, and cited a number of statistical data: “For several years, the Republic of Tatarstan has been ranked first in the Rating of Innovative Development of the Russian Federation constituent entities of National Research University “Higher School of Economics”; enters top three of leaders of Rating of innovation regions for the purposes of monitoring and management, formed by the Association of Innovative Regions of Russia. In addition, the Republic has leading positions in the National Rating of the investment climate among the constituent entities of the Russian Federation. SEZ "Alabuga" has already received international recognition and has become the best SEZ in Europe according to the authoritative agency FDI intelligence". Yaroslav Kuzminov proposed to consider the mechanisms of expanding the export of education in the republic and development of the city of Kazan as a global student city.

Boris Zhikharevich - Director of the Resource Center for Strategic Planning at the Leontievskiy Center, Chief Researcher at the Institute for Problems of Regional Economics of the Russian Academy of Sciences reported that Tatarstan consistently holds leading positions in the growth of competitiveness following the Moscow and St. Petersburg agglomerations. They set very ambitious goals, he concluded, stressing that Tatarstan is successfully implementing the Strategy.
