21 November 2018, Wednesday

When developing and changing the Strategy, views of the widest possible range of stakeholders - authorities, enterprises, educational and scientific institutions, youth and public organizations were taken into account, said First Deputy Prime Minister of the Republic of Tatarstan, Rustam Nigmatullin today. A special website i.tatarstan2030.ru and mobile applications to it were created, where every citizen of the republic could leave his strategic initiative. Since their launch by President Rustam Minnikhanov, together with the Director General of the Agency for Strategic Initiatives, Svetlana Chupsheva, more than 3.5 thousand initiative proposals have been received from the public.

Residents of Apastovskiy, Drozhzhanovskiy, Pestrechinskiy, Alkeyevskiy and Kamsko-Ustyinskiy districts showed significant involvement.

In addition, it is necessary to note the initiatives of the Buinskiy, Zainskiy, Cheremshanskiy districts, which gained the maximum support from the population.

Most of the questions proposed by the population were included in the draft law on amending the Strategy-2030.

The draft law was discussed in the Public Chamber, with the trade unions of the republic, at events held with government authorities, enterprises, educational organizations and scientific institutions of Tatarstan. This is the first document that has been reviewed by all public councils of the authorities. And this is also one of the results of implementation of the objectives of the Strategy for involvement of civil society in public administration processes.

The bill law completes the approval procedures for technical and legal amendments and will be submitted to the Cabinet of Ministers in the near future.

The main objective of the Strategy and the three key priorities remain unchanged.

- formation and accumulation of human capital;

- creation of a comfortable space for its development;

- creation of public institutions where human capital is demanded by the economy and can function successfully.

In this regard, based on the results of scientific research, the following directions are introduced into the Strategy:

- reduction of differences in quality of life in cities and rural areas of the republic based on the synchronization of income levels and access to services of social organizations;

- and establishment of a rational standard of social, transport and economic infrastructure.

Taking into account many public initiatives, the Strategy has been supplemented with new tasks in all areas of environmental development (reducing the level of air pollution, improving the quality of drinking water, preventing pollution of the Volga River, preserving and restoring biological diversity, improving the waste management system, creating conditions for modernizing industrial enterprises).

Also, according to Rustam Nigmatullin, the Strategy introduces a new task to ensure the attractiveness of work in the republic for scientists and promising young researchers, including in terms of creating an advanced infrastructure for research and development. The strategy is complemented by a number of areas, including increasing the motivation for self-education of young people and development of youth self-government institutions in educational organizations.
