Rustam Nigmatullin: “The basis of Strategy-2030 is the quality of life of population of the republic”

Formation and accumulation of human capital is based on improvement of demography, development of health care, education, culture, formation of effective employment and social protection. In order to achieve high results, several republican programs are being implemented in the republic. Thanks to them, over 3 years, 965 health facilities, 567 universal sports grounds were built and renovated, 61 children's health camps were repaired and reconstructed, 22 new schools were built for 14,173 pupils and 90 kindergartens for 13,060 children, 552 educational facilities and 302 cultural objects were repaired.

This was announced today in the Cabinet of Ministers of the Republic by the First Deputy Prime Minister, Rustam Nigmatullin, summing up the interim results of implementation of the Strategy - 2030.

In terms of health care, it should be noted that over the past three years, the life expectancy of the republic’s population has increased by almost 1.5 years (2015 - 72.81 years, 2017 - 74.2 years; in Russia: - 2015 - 71.39 years, 2017 - 72.7 years). “Based on the priorities stated at the federal level, we are increasing the planned value of the indicator to 80 years by 2030. And work on the establishment of a geriatric service has begun”, said Rustam Nigmatullin.

Since 2017, implementation of a two-year program of polyclinics modernization, which is unprecedented in scale, has begun. Currently, work has been completed on 116 facilities. The project “Friendly Clinic - Tatarstan Standard” is being implemented. Implementation of the standard in pilot institutions showed an opportunity for a short period to increase staff productivity by 25%, increase the time of initial reception and reduce the waiting time of reception to 10 minutes by pre-appointment. At the same time, the Strategy includes the task of ensuring accessibility for the population of medical organizations that provide primary health care, including in remote areas.

Health preservation activities are one of the sections of demographic development, said the First Deputy Prime Minister. Sports infrastructure created in the republic and holding of international sports events contribute in promotion of a healthy lifestyle. At the same time, the World Cup gave an economic effect to the hospitality industry. More than 3 million tourists visited Kazan this year. The coverage of people systematically engaged in physical culture and sports in the republic amounted to 43.4% (at the beginning of 2018). In accordance with the Presidential Decree, this figure should be 57% by 2024, which is also taken into account in the supplements to the Strategy.
