In the top three: Development strategy of Nizhnekamsk received a high rating at the federal level

The 17th All-Russian Forum “Strategic Planning in Regions and Cities of Russia: the Future Stakeholders” started on the eve in St. Petersburg. One of the key events of the first day of the Forum was selection of the winner of the Municipal Strategies Competition; seven regions of the country reached the finals, they defended their projects in the Public Chamber of the Russian Federation. Among the finalists is Nizhnekamskiy municipal district.

The semi-final was held on September 25 at the Public Chamber of the Russian Federation in Moscow. Then 24 participants presented their strategies of social and economic development on a full-time basis - representatives of 18 regions of Russia from 10 urban districts, 13 municipal districts and one urban settlement. According to the results of the semi-final, only 7 applicants passed to the next stage: Kinel urban district (Samara region), Kirovo-Chepetsk urban district (Kirov region), Kargasok district (Tomsk region), Kosh-Agach district (Altai Republic), Pervomaysky district (Tambov region), Starooskolsky urban district (Belgorod region) and Nizhnekamskiy municipal district (Republic of Tatarstan).

The final of the Competition was held in the main nomination “The Best Municipal Strategy 2018”, during which presentations of the heads of municipalities were heard.

The Head of Nizhnekamskiy Municipal District, the Mayor of Nizhnekamsk, Aidar Metshin, presented to the jury members and the organizing committee of the Competition the Strategy of Social and Economic Development of Nizhnekamskiy municipal district for the period 2016-2021 and the planning period until 2030.

Municipal development strategy was adopted in 2016. The project received a positive opinion from the ministries and departments of the republican level, as well as the districts belonging to the Kama agglomeration.

The main task of the Social and Economic Development Strategy of Nizhnekamskiy municipal district is the most effective realization of the territory’s potential, including in the sphere of small and medium business, preservation and development of human capital; opportunities for its self-realization, creation of comfortable and civilized living conditions are of key importance for further development of the territory.

As the Head of Nizhnekamskiy municipal district, Mayor of Nizhnekamsk, Aidar Metshin, noted in his speech today, a strategic plan for further actions was drawn up as part of the development strategy and an “image of the future” of Nizhnekamsk territory was formed, which we want to reach.

By the way, the analysis, which was conducted during the Strategy development, showed that the current perception of Nizhnekamsk is a young “green”, compact city-plant. A new perception of Nizhnekamsk is a territory of harmonious development for each of its inhabitants, a harmonious synthesis of petrochemistry, modern industries and a comfortable living environment. The current portrait of Nizhnekamsk citizen, which came in the framework of the research - is an employee of petrochemistry. A new portrait is a modern person who has conditions for self-realization and the freedom to choose for achievement of his goals.

The Head of Nizhnekamskiy municipal district, Aidar Metshin, in the framework of his speech, also spoke about those projects that are being implemented in the city and district as part of the developed Strategy.

In addition, the Almetyevsk region was awarded in the nomination “Smart strategy - smart city” within the framework of the municipal strategy competition and in nomination “Cities for people of the twenty-first century” as part of the Green Mobile Award.

Within the framework of the forum, a panel discussion “Implementing a strategy together: effective communication of government, business and society” took place. At the session, Deputy Minister of Economy of Tatarstan, Oleg Pelevin, shared his experience of involving citizens of the Republic of Tatarstan in the management process. He spoke about the "People's control" system, tools for territorial public self-government, self-taxation of citizens, public discussion of the design of parks and squares, the goals and objectives of government, investment projects. In addition, he spoke about the website of strategic initiatives launched this year, where anyone can leave the initiative to supplement the Strategy-2030.
