Production of premium gasoline and introduction to the market of a fundamentally new model range of KamAZ. Farid Abdulganiev: "The growth of industrial production will ensure the commissioning of new capacities".

“Russia preserves the trend of economic activity growth. According to the Ministry of Economic Development of Russia, according to the results of 2018, the growth of Russia's gross domestic product is expected to be at the level of 101.8%”. Such data was announced by the Minister of Economy of Tatarstan Farid Abdulganiev today at the Parliamentary hearings at the State Council. He made a forecast of socio-economic development for 2019-2024. According to him, the growth of industrial production will ensure the commissioning of new capacities. This year, it is planned to commission a catalytic reforming unit, which will allow to proceed to the production of premium gasolines. The planned launch of the ELOU-AVT-6 unit at TANECO will allow an increase in the volume of refined oil to 14 million tons. TAIF-NK Company is completing a project for construction of a complex for deep processing of heavy residues. In June, the isoprene-monomer plant of Nizhnekamskneftekhim commissioned isobutylene production with a capacity of 160 thousand tons per year. By the end of the year it is planned to complete the construction of a modernized isoprene unit. In 2019, Nizhnekamskneftekhim plans to implement a project for construction of production of divinyl-styrene synthetic rubber with a capacity of 60 thousand tons per year. It is planned to implement projects to increase the production of solid metal cord tires in the tire complex. At Kazanorgsintez it is planned to increase the production of its own ethylene and modernize the polycarbonate plant. At Nizhnekamskneftekhim, construction of a new EP-600 production and related facilities for the processing of pyrolysis products is planned, with the commissioning of capacities in 2022. In the machine-building complex of the republic, it is worth noting the completion by KAMAZ of the construction of a cab skeleton plant and the launch of a fundamentally new model range of KAMAZ vehicles of the K5 generation of the trunk family planned by 2019. Ford Sollers develops further localization of automotive components production in Tatarstan. In September POZIS commissioned an updated production complex with full automation of mass production of the main products. The Hayer company plans to launch a factory for the production of washing machines in 2019. In the future, it is planned to create factories for production of kitchen appliances.

In 2021, Kazan Aviation Plant named after S.P. Gorbunov plans to release the first modernized TU-160 aircraft.

A number of investment projects are being implemented in the energy sector of the republic. In August of this year, two steam-gas power units of Kazan Thermal Power Station-1 "Tatenergo" with a capacity of 230 MW were put into operation. By 2021, TAIF plans to build a 495 MW combined-cycle gas turbine unit at Nizhnekamskneftekhim. Tatenergo is working on a project to modernize Zainskaya regional power station.

Implementation of investment projects of the Network Company is being carried out systematically. In general, the growth of industrial production in comparable prices will be, according to the forecast, 103.3% - in 2019 and 102.5-104.3% annually.

In agriculture in 2018, the volume of production is estimated at 263.3 billion rubles, an increase in comparable prices - by 1.9%. A promising direction is the creation of a network of agro-industrial parks, including in rural areas, the Minister said. This year, the construction of a pilot project began in Zainsk.

At the end of the current year, the volume of investments is estimated at 668.9 billion rubles, which is 31.2 billion rubles more than in 2017. In the medium term, investment growth is projected at 100.5-102.1%.

The growth of investments in the forecast period will be ensured through implementation of planned investment projects of large enterprises, new residents of special economic zones and territories of advanced socio-economic development.

Currently there are four territories of advanced socio-economic development in the republic: in Naberezhnye Chelny, Chistopol, Zelenodolsk and Nizhnekamsk.

TASED "Naberezhnye Chelny" attracted 24 resident. They have already made 4.5 billion rubles of capital investment since the receipt of resident status and created more than 2 thousand new jobs.

3 residents are registered at the TASED "Nizhnekamsk". In general, it is planned that the operation of four TASED will allow creating at least 17 thousand new permanent jobs for 10 years, attracting investments in the amount of more than 62 billion rubles.

The active development of special economic zones continues:

- industrial-production type "Alabuga", which already has 57 residents, 29 enterprises conduct production-industrial activities, created more than 6.5 thousand jobs.

- the technology-innovative type "Innopolis", which now already has 77 companies, 9 partner companies performing their activities.

The second platform of the economic zone in Laishevskiy district is developing, the resident of which is the largest Russian IT company - ICL.

The key task of the modern economy is to ensure the development of small and medium-sized businesses.

According to the forecast, the turnover of small and medium enterprises will increase by 1.2 times to the level of 2018 - up to 1.5 trillion rubles.

Development of a business support infrastructure contributes to the development of small and medium enterprises. Already today, 10% of the total industrial output of the republic is produced by their residents.

In the forecast period, the average annual growth rate of products manufactured by residents of the business support infrastructure will be about 110% in current prices.

It is necessary to note the growth of tax revenues from small and medium-sized businesses in the budgets of all levels. Growth in the first half of this year was about 130%.

There is potential for real growth in the field of small and medium enterprises. Moreover, this issue is handled by the heads of all municipalities of the republic on the basis of weekly monitoring and control of the President of the Republic of Tatarstan.

Farid Abdulganiev also made emphasis on social indicators. Unemployment is still at a relatively low level - at the end of August this year, 10.3 thousand people were registered as unemployed. In the forecast period, the unemployment rate of the labor force will not exceed 0.7%. In January-July of the current year, the average monthly wage increased by 8.6% to the level of the corresponding period last year and amounted to 33,929 rubles. Traditionally high wages  are in the following sectors: “Mining”, “Activities in the field of culture, sports, leisure activities”, “Electricity supply” and “Activities in the field of informatization and communication”. Salaries in these industries affected the high nominal sizes of average monthly wages in a number of municipalities of the republic.

At the same time, in regions where agriculture prevails, the average monthly wage is significantly lower than the republican value at a growth rate higher than the average for Tatarstan.
