10 September 2018, Monday

The introduction of changes to the Strategy-2030 was discussed today in the framework of a press conference at the information agency “Tatar-inform”. Oleg Pelevin, Deputy Minister of Economy of the Republic of Tatarstan, answered the questions of journalists.

He noted that Tatarstan was one of the first constituent unities of the Russian Federation to apply a program approach in strategic planning. "In 1991, the Program for Stabilization of the National Economy and the transition to market relations of the Tatar SSR was adopted, which determined the economic model of the republic's development under market conditions for years to come. In 1996, the State Program of Economic and Social Progress of the Republic of Tatarstan for 1996-2001 began to be implemented. The program as the main goal determined the improvement of the quality of life of the inhabitants of the republic. This goal remains the main guideline in the development of all subsequent programs, which indicates the continuity of long-term planning in the republic. Three more five-year programs were subsequently adopted successively. In 2015, the Program of Social and Economic Development of the Republic of Tatarstan for 2011-2015, which used an institutional approach that has proved itself in systems and methods of strategic planning of developed countries, was completed. With its help, it was possible to take into account the impact of threats and risks on institutional problems, which are usually not taken into account in programs built on industrial, territorial and departmental principles", said the Deputy Minister of Economy.

The strategy of social and economic development of the Republic of Tatarstan until 2030 was approved in 2015. The main goal is defined as Tatarstan-2030 - a global competitive stable region, driver of the growth pole of Volga-Kama.

As Oleg Pelevin noted, focused work is carried out in three key areas. It is formation and accumulation of human capital, creation of a comfortable space for its development and creation of social institutions, in which human capital is in demand by the economy and can function successfully.
