On February 8, Tatarstan President Rustam Minnikhanov made a number of personnel changes.

Thus, Ravil Afraimovich Kuzyurov was appointed Minister of Forestry of the Republic of Tatarstan.

Zdunov Artem Alekseevich resigned from the post of Minister of Economy of the Republic of Tatarstan due to a transfer to another job.

Abdulganiev Farid Sultanovich resigned from the post of Minister of Ecology and Natural Resources of the Republic of Tatarstan and was appointed Minister of Economy of the Republic of Tatarstan.

Shadrikov Aleksander Valerievich was appointed Minister of Ecology and Natural Resources of the Republic of Tatarstan.

Members of the Parliament consider it necessary to keep on providing tax allowances to business implementing investment projects. That was one of the issues discussed at the session of the Committee for Economic Affairs, Investments and Entrepreneurship. Members of the Committee today focused on the Republican Law "On Investment Activity in the Republic of Tatarstan" adopted in November 1998. Members of the Parliament assessed the performance of the document.

Deputy Minister of Economic Affairs of the Republic of Tatarstan Bulat Khaziakhmetov spoke about what measures are taken by the leadership of the Republic for larger investment-oriented activities of enterprises.

Other issues were also considered on the session of the Committee. Deputy Chairman of the State Counsel Yuri Kamaltynov took part in the session.

Representatives of Ministries and Agencies gathered together in the Ministry of Economic Affairs of the Republic for participation in a validation session on amendment of the Strategy-2030 of the Republic of Tatartsan. The session was chaired by the Minister Oleg Pelevin.

In his turn, Oleg Pelevin asked all present to resume the operation of design platforms created during elaboration of development strategy of the Republic.

Deputy Minister appealed all present to involve the population in the work being carried out on amendment of the Strategy of the Republic. To this effect, the site of the Strategy-2030 (tatarstan2030.ru) is available for everyone wishing to make a suggestion.

During the session representatives of Ministries and Agencies also discussed the format of work on amendment of the Strategy-2030 of the Republic of Tatartsan, being performed this year.

Final of Business Success National Award took place in Moscow on February 6-7, 2018, with the participation of the Major of Naberezhnye Chelny Nail Magdeyev and representatives of executive office of Naberezhnye Chelny in the nominations "Best Practice of Support of Entrepreneurship and Improvement of Investment Climate".

The project organizers are "OPORA ROSSII" All-Russian Public Organization of Small and Medium Businesses, "Agency for Strategic Initiatives on Promotion of New Projects" Autonomous Non-Commercial Organization, and the Civic Chamber of the Russian Federation. Supervisory board of this Award is headed by the First Deputy Prime Minister of the Russian Federation Igor Shuvalov.

A regular stage of competitive selection of bids for the provision of state support under "Leasing-Guarantor" event for mono-cities took place last year.

Following the results of the first and the second stages of competitive selection of business projects 70 entrepreneurs have been granted state support in the amount of 104.9 million rubles.

We are informing entrepreneurs that "Leasing-Guarantor" event is planned to be conducted in 2018. Deadlines for competitive bids submission will be published on the site of the Ministry of Economic Affairs of the Republic of Tatarstan 5 business days before an official submission of documents commences. On February 5, during his working visit to Dagestan, Tatarstan President Rustam Minnikhanov together with Acting Head of the Republic of Dagestan Vladimir Vasilyev got acquainted with the work of the Derbent Brandy Factory.

Honoured guests inspected the production facilities, learned the manufacturing process of brandy and its storage conditions.

Senior executives informed that nowadays, the production capacity of the factory makes it possible to process up to 80 tonnes of grape in season. The factory’s range of products includes 20 names of  brandies of all quality classes and 18 names of wines. The Derbent Brandy Factory is a modern enterprise of complete cycle: from grape growing, processing and bottling of ready drink.

Then, Minnikhanov together with the Director of the enterprise Magomed Sadulaev visited the Derbent Factory of Sparkling Wines, where he inspected the sparkling wine bottling department and got acquainted with the product assortment.

The Derbent Factory of Sparkling Wines is one of the  largest enterprises in Dagestan, producing champagne and sparkling wines over 80 years. The Factory has its own vineyards with an area covering about 3,000 hectares

On February 5, during his working visit to Dagestan, Tatarstan President Rustam Minnikhanov visited sights in Derbent city.

Together with Acting Head of the Republic of Dagestan Vladimir Vasilyev, Minnikhanov visited an ancient fortress Naryn-kala.

The ancient citadel is connected to the Caspian Sea with the double walls aimed to block so-called the Caspian Gateway to the Persian Empire. The site is in the UNESCO World Heritage list.

Bathhouses, fortress’s water supply system with ceramic pipes, ruins of palace preserved inside the citadel. In particular, Tatarstan President inspected the military detention, dungeons, water tanks and ruins of various buildings.

Minnikhanov noted the importance of cooperation between regions in the field of preservation of historical holy sites. He invited representatives of the museum complex to learn from the experience of Tatarstan on the revival of monuments on the example of the ancient city of Bolgar.

Minnikhanov also visited one of the most ancient places in the Caucasus – the medieval burial place Kyrkhlyar, where, according to the legend, 40 companions of Prophet Mohammed were buried. Tatarstan President visited Russia's oldest mosque - Derbent Dzhuma –Mosque.

On February 5, in Makhachkala, an agreement on trade, economic, scientific, technical and cultural cooperation between the Republic of Tatarstan and the Republic of Dagestan was signed.

Tatarstan President Rustam Minnikhanov and Acting Head of the Republic of Dagestan Vladimir Vasilyev signed the document. 

The agreement covers a wide range of areas, Minnikhanov emphasized. “Total trade between our regions currently amounts to about one billion roubles. I think that we shall set the task to increase this indicator five times. I am sure there is such an opportunity. Tatarstan and Dagestan are two large markets. We supply here automobiles, tires, petrochemical products and its by-products, food, at the same time we receive from you quality wines, brandies, mutton, grapes and other products,” Tatarstan President said.

He added that relationships between Tatarstan and Dagestan have great cooperation potential in the area of public services, development of industrial sites and attracting investments, government procurement system and also in education, sports and tourism.

Vasilyev thanked Tatarstan President for cooperation and looked forward to continuing fruitful cooperation.

Today, cooperation agreements between Ministries of Industry and Trade of Tatarstan and Dagestan, Ministries of Agriculture and Food of the republics, Agency for State Order of the Republic of Tatarstan and Agency for Entrepreneurship and Investments of the Republic of Dagestan were also signed.

Previously, Minnikhanov held a short bilateral meeting with Vasilyev, and visited the Museum of Peoples Friendship of Russia, which is situated in the House of Friendship in Makhachkala.

On February 5, during his working trip to Dagestan, Tatarstan President Rustam Minnikhanov visited the Tuybe Industrial Park located in Kumtorkalinsky district.

With the total area of more than 194 hectares, the industrial site was set up in 2015. The infrastructure includes all necessary engineering networks and a developed logistics system. Potential investors are offered preferential tax conditions.

Currently, there are 10 residents in the park. Minnikhanov got acquainted with the work of two main enterprises such as the Caspian Flat Glass Plant and the Marabi Ceramic Tile Factory.

The Caspian plant is an anchor resident of the Tyube industrial park. Being the largest plant in its segment in the south of Russia, the company produces 600 tonnes of high-quality flat polished glass daily. Products are widely used in the construction industry for outdoor glazing. Due to high quality and optical properties the glass is used for the industrial production of mirrors and automotive glasses.

According to the company's management, the work to implement the second phase of the project - the production of tinted and energy-saving glass has started.

The total revenue of the company amounted to almost 3.7 billion rubles in 2017. The factory employs 410 people.

At the Marabi plant, Minnikhanov looked around the lines for the production of floor tiles and ceramic granite with a design capacity of more than 2 million square meters per year. The project with the total value of 1.8 billion rubles is implemented with the participation of Italian investors. In 2017, the plant’s revenue amounted to 130 million rubles, tax deductions made 15.5 million rubles. A total of 135 jobs were created.

The representative of the company told Minnikhanov that in 2018 the Marabi plans to increase the volume of products due to the launch of the second production line.

At the end of his visit, Minnikhanov was shown samples of ceramic tiles. Tatarstan President noted the high quality of the products and expressed confidence that they will also be in good demand in Tatarstan.

On February 2, speaking in the Government House of the republic, at the extended meeting with enterprises and organizations of the Volga Federal District, supervised institutions of Federal Environmental, Industrial and Nuclear Supervision Service (Rostekhnadzor), held by the Head of Rostekhnadzor Aleksey Aleshin, Tatarstan President Rustam Minnikhanov said that issues of ensuring control and supervision in the field of industrial, energy and environmental security will always remain pressing and priority, because the highest concentration of  hazardous production facilities among the regions of the Volga Federal District  is in Tatarstan.

The representatives of all regions of the Volga Federal District and the municipal regions of Tatarstan took part in the meeting via video linkup.

Welcoming the participants of the meeting, Minnikhanov emphasized that the Republic of Tatarstan  is the region with significant annual investment in fixed assets and high growth rate of industrial and civil construction.

He also reminded that two new production facilities were launched with participation of Russian President Vladimir Putin at the TANECO Oil Refining Complex project at the end of January 2018. Also, construction of other facilities, some of which will be launched in the first quarter of the current year, is underway.

“Despite the difficult economic situation, the republic has managed to maintain momentum on the main macroeconomic indicators. Thus, gross regional product has achieved amount of two trillion 115 billion roubles. The industrial output has amounted to two trillion 254 billion roubles. At the national level, our region ranks fourth in investment in fixed assets, fifth in industrial production and in housing construction,” Minnikhanov informed.
