The State Duma Committee on Economic Policy, Innovation Development, and Entrepreneurship adopted in the second reading the two draft laws that significantly affect public procurement regulation:
1) amendments to Federal Law No. 223-FZ of 18 July 2011 "On the Procurement of Goods, Works, and Services by Certain Legal Entities" on the transfer of competitive tendering of state-owned companies into electronic form, from 2019.
2) amendments to Federal Law No. 44-FZ of 05 April 2013 "On the Contract System in the Sphere of Procurement of Goods, Works, and Services for State and Municipal Needs" on the total digitization of procurement procedures.
Among the speakers, there are Venera Sadykova, Chief of the Civil Service and Personnel Department of the Ministry of Economy of the Republic of Tatarstan, with a report on running "Anti-Corruption Policy in the Ministry of Economy of the Republic of Tatarstan for 2015 to 2020" Program in 2017.
In addition, it is planned to discuss the results of a sectoral study of corruption-related factors and anti-corruption measures, implemented in ministries, departments, local authorities, and institutions of the Republic of Tatarstan with the aim of clarifying their opinion on the status of corruption in the Ministry of Economy of the Republic of Tatarstan.
Entrepreneurs shared their experience in interacting with regulatory and supervisory bodies in various situations — from VAT refunds when working with foreign partners, to labor disputes over improperly hired employees — during the meeting, held at the Ministry of Economy of the Republic of Tatarstan on 21 December 2017. Also, entrepreneurs were able to ask questions and make proposals regarding the interaction between businesses and the State when exercising its control and supervisory activities.
At the end of the discussion, a proposal was made to hold such meetings regularly.

From December 2017, Russian non-profit organizations and social enterprises are invited to submit their social advertising samples, created from 1 January 2015, to 1 February 2018. These samples may include print advertising, audio, and video commercials, as well as promotion campaigns for informational support for community-focused NPOs, charity, volunteerism, and social entrepreneurship.
Work samples shall be accepted until 28 February 2018 on the official website of the contest: РЕКЛАМАБУДУЩЕГО.РФ.

The Ministry of Economy of the Republic of Tatarstan collects proposals and comments on the draft federal law "On the State Control (Supervision) and Municipal Control in the Russian Federation". In general, the draft federal law is aimed at comprehensive systemic reforming of the sphere of State and municipal control through improving its effectiveness and efficiency and reducing excessive interference in the activities of citizens and organizations.

As instructed by the President of the Russian Federation, the Government of the Russian Federation has developed a program on the development of the Far East.
A law allowing Russians to get a free land plot came into force on 1 June 2016. You can apply for a "A Hectare in the Far East" online on the website надальнийвосток.рф.
The program provides that every resident of the country can get a hectare of land or a smaller area for free use, for 5 years. Under the terms of the contract, land plots in the Far East are allocated for any purposes: doing business or getting engaged in agriculture, residential construction, and other activities not violating the current legislation of the Russian Federation.
Within the framework of the ongoing reform of control and supervision activities, as well as the relevance of competition development measures affecting the rating of heads of regions, the Ministry of Economy of the Republic of Tatarstan conducted training for civil servants and municipal employees at the Kazan (Volga) Federal University on 18 to19 December 2017 under "Standard of Competition Development in Constituent Entities of the Russian Federation" Program. The training was held within the course on promoting competition in government agencies.
The Ministry of Economics of the Republic of Tatarstan within the undertaken reform of control and supervising activity and also relevance of the actions for development of the competition influencing the rating of heads of regions on the basis of the Kazan (Volga) federal university provided on December 18-19, 2017 training in the program of professional development of the public civil servants of the Republic of Tatarstan and municipal employees in the Republic of Tatarstan "The standard of development of the competition in territorial subjects of the Russian Federation". Training has taken place at the rate of assistance to development of the competition in authorities.
Today the II Open Forum of the Republic of Tatarstan Prosecutor's Office was held in Naberezhnye Chelny. The forum was devoted to actual issues of protecting business rights.
The Forum was devoted to modern challenges of protection of the rights of businesses. Guests and participants of the Forum discussed law enforcement practices and tried to find ways to effectively solve problems arising in this area.
The forum was attended by Artyom Zdunov, Minister of Economy of the Republic of Tatarstan.
Following the forum, it was noted that all proposals would be taken into account in further supervisory activities of the Prosecutor's Office and control bodies.
